About the Role

We are seeking a highly skilled Senior Strategic Development Manager to join our HS2 NPR Development Team at TfGM. As a key member of our team, you will play a crucial role in managing the early-stage development of schemes, developing robust transport business cases, and ensuring the successful delivery of authorized funded strategic rapid transit projects and programs.

As a Senior Strategic Development Manager, you will work closely with our Lead Strategic Development Managers and other Senior Strategic Development Managers to ensure that schemes are developed that best fit GM's requirements and have robust transport business cases, including the right approvals and consents, and appropriate funding and financing arrangements.

You will be responsible for liaising with stakeholders across the city-region, including politicians, local councils, and developers, to enhance placemaking and connectivity for Greater Manchester. You will also work with senior representatives of the Department for Transport (DfT), HS2 Ltd, and other public and private bodies to shape proposals and ensure their successful delivery.

Key Responsibilities
  • Manage the early-stage development of schemes, including feasibility studies, Strategic Outline Cases, and Outline Business Cases.
  • Develop robust transport business cases, including the right approvals and consents, and appropriate funding and financing arrangements.
  • Liaise with stakeholders across the city-region, including politicians, local councils, and developers, to enhance placemaking and connectivity for Greater Manchester.
  • Work with senior representatives of the Department for Transport (DfT), HS2 Ltd, and other public and private bodies to shape proposals and ensure their successful delivery.
Requirements
  • Background in scheme development at the front end of the project management lifecycle.
  • Track record of building productive working relationships with a variety of professional, political, and public stakeholders.
  • Strong verbal and written presentation skills, with the ability to communicate transport solutions at all levels.
  • Experience of the planning system and the promotion of statutory powers, and technical experience of rapid transit, are desirable but not essential.
