This role is situated within the Contracting Team at Crescent Purchasing Consortium (CPC), a purchasing consortium governed by the Further Education sector. CPC delivers purchasing frameworks, dynamic purchasing systems, and procurement consultancy services tailored for schools, academies, colleges, universities, and other educational institutions.

As a member of the Contracting Team, which has recently been restructured into three main categories: People, Place, and Product, you will oversee the People category. Your responsibilities will include managing the creation of purchasing agreements (frameworks and DPSs), expanding into Dynamic Markets, and both Closed and Open Frameworks as the Procurement Act 2023 is implemented. CPC is dedicated to simplifying compliant sourcing of supplies, works, and services for its members.

CPC agreements encompass a diverse range of supplies, works, and services, and we are committed to evolving this portfolio in alignment with our members' requirements. Currently, CPC offers 88 distinct agreements to a membership that has surpassed 10,000 institutions across the UK education sector.

Reporting directly to the Head of Contracting Services, you will ensure the delivery of efficient and effective framework agreements and related mechanisms to our members. You will manage the entire procurement cycle within the People category, from business planning and pre-market engagement to end-to-end tendering, contract management, stakeholder engagement, and supplier management. Additionally, you will provide procurement support and guidance to our diverse member and supplier base, collaborating with technical colleagues who assist our members with procurement advice.

Your role will also involve daily management, training, mentoring, and support for the Contract Manager, Senior Procurement Officer, and Procurement Officer(s) within the People category. You will help develop, issue, and evaluate all tender documentation in full compliance with the 2015 Public Contracts Regulations and, from the autumn, the Procurement Act 2023 and the Procurement Regulations 2024.



Candidate Profile

We are looking for a candidate with extensive procurement experience in the public sector. Ideally, you will possess a comprehensive understanding of public sector procurement legislation, experience in the education sector, and a background in managing a small team of direct reports.

You should have broad procurement experience across various categories and services, successfully managing high-performance commercial agreements. A strong commercial acumen, demonstrated by a proven track record of delivering high-quality outcomes and added value through the procurement process, is essential. Full membership of the Chartered Institute of Purchasing and Supply (MCIPS) is highly desirable, but candidates working towards CIPS or demonstrating suitable alternative qualifications and/or experience will be considered.

Interview Process

Shortlisted candidates will be invited to participate in an interview process comprising two parts:

  1. A presentation lasting 10-15 minutes on a relevant topic, which will be communicated upon successful shortlisting, followed by a brief question and answer session with the interview panel.
  2. A traditional panel-based interview focusing on the job description, candidate profile, and your application.

Compensation and Benefits

In recognition of your commitment to the role, you will receive a competitive salary ranging from £50,000 to £55,000 FTE, depending on experience. Additionally, you will be part of a charity that:
