Position Overview

We invite applications for the position of Chief Inspector of Prisons for Scotland, a pivotal role within His Majesty's Inspectorate of Prisons for Scotland (HMIPS). This position is responsible for the comprehensive evaluation and reporting on the operations of prisons across Scotland.

The Chief Inspector will prepare an Annual Report for the Scottish Ministers and present findings to the Scottish Parliament. This role operates independently from the Chief Executive of the Scottish Prison Service (SPS), ensuring unbiased oversight of prison conditions and prisoner treatment.

The Chief Inspector is tasked with overseeing a network of approximately 120 volunteer Independent Prison Monitors (IPMs), who are essential in conducting weekly visits to monitor prison conditions and treatment of inmates. Collaboration with the Prison Monitoring Advisory Group is also a key component of this role, ensuring the effectiveness of monitoring practices is consistently reviewed.

About HMIPS

Established on January 1, 1981, HMIPS was formed following a significant report by the Committee of Inquiry into the United Kingdom Prison Services. This initiative was designed to create a robust inspection system that operates independently from the Prison Department.

Located in Edinburgh, the Inspectorate comprises a diverse team including a Chief Inspector, Deputy Chief Inspector, various inspectors, and support staff. The structure is designed to facilitate thorough inspections and comprehensive reporting.

This position is based in Edinburgh, and while the Scottish Government promotes a flexible hybrid working model, local agreements will be made to ensure a balance between remote work and in-office presence, depending on business needs.

Key Responsibilities

As the Chief Inspector, your responsibilities will include:

  • Leading a systematic inspection program to uphold standards and guidelines.
  • Conducting thorough inspections utilizing established standards and relevant data from prisons and SPS Headquarters.
  • Overseeing the inspection of prison conditions, prisoner treatment, and transport arrangements.
  • Investigating specific issues related to prisons as directed by the Scottish Ministers.
  • Issuing directives to prison monitoring coordinators regarding their operational functions.
  • Supporting the implementation of recommendations from independent reviews related to prison custody.
  • Reporting to Scottish Ministers on matters concerning prison conditions and treatment of prisoners.
  • Assessing the need for thematic inspections based on discretion.
  • Providing an Annual Report to Scottish Ministers and presenting findings to the Scottish Parliament.
  • Ensuring the development and integrity of the Inspectorate, adhering to the highest standards of accountability.
  • Maintaining regular communication with SPS to stay informed on policies and issues affecting the service.
  • Participating in meetings related to the UK National Preventative Mechanism, fulfilling obligations under international protocols.
