About the Role

We are seeking a highly motivated and innovative Programme Lead to spearhead our Urgent and Emergency Care work programme, including leadership of the transformation programme for Same Day Urgent Care Services in Sheffield.

Key Responsibilities
  • Strategic Leadership: Develop and implement strategic plans to transform the local urgent care system.
  • Stakeholder Engagement: Communicate effectively with diverse stakeholders to drive collaboration and support for large-scale change.
  • Operational Oversight: Monitor day-to-day performance, respond flexibly to providers requiring support in a fast-paced environment, and deliver on financial and operational targets.
  • Winter Planning: Lead and coordinate winter planning efforts to ensure preparedness and resilience in urgent care services.
  • UEC Governance: Responsible for administering the Sheffield UEC Board, ensuring comprehensive action tracking and robust risk management.
  • Commissioning Functions: Plan, purchase, and monitor health services to meet the needs of the population.

Essential Experience:

  • Extensive experience of leading change within a large organisation (NHS/Public Sector).
  • Extensive experience of working in health and social care across a wide range of services within commissioning.
  • Extensive experience of leading contracts and services.
  • Experience of working with senior officials and managers across a wide range of stakeholder organisations.
  • Proven Leadership experience in delivering transformation.
  • Extensive experience of managing projects and delivering them within agreed timescales and budgets.
  • Experience of providing support and input into complex programmes.
  • Experience of identifying and interpreting national policy.
  • Experience of researching best practice and developing solutions that can achieve optimal outcomes for all stakeholders.
  • Experience of managing a team.
  • Experience of interpreting national policy and implementing this through programmes of work.
  • Previous experience of managing budgets for complex contracts, services, or programmes of work, including budget setting and monitoring.

Essential Knowledge and Understanding:

  • Knowledge of the commissioning function including planning, assessment of needs, service development/implementation, contracting, performance management/service improvement across health and social care.
  • Must understand the background to and aims of current health and care policy and appreciate the implications of this.
  • Must understand the relationship between the Department of Health and Social Care and individual provider and commissioning organisations.

Essential Qualifications:

  • Educated to Masters level in a relevant area of academic practice or equivalent experience working at a commensurate band/level.
  • Evidence of continuing professional development relevant to role.
