About the Role

The Chief Operating Officer is a pivotal position at Walsall Healthcare NHS Trust, responsible for delivering operational excellence and leading the continuous improvement of our services. As a strategic leader, you will work closely with the Chief Executive Officer and the Board to develop the Trust's strategic direction and bring an operational perspective to the provision of healthcare, teaching, and research.

Key Responsibilities

  • Strategy: Work with the Chief Executive Officer and the Board to develop and implement the Trust's strategic direction, ensuring alignment with NHS performance targets and budget.
  • Financial Management: Collaborate with the Chief Finance Officer to ensure robust financial targets and processes are in place, monitoring and delivering financial performance.
  • Corporate and Clinical Governance: Strengthen the Trust's governance culture, fostering a spirit of learning and innovation, and ensuring compliance with legal and policy requirements.
  • Emergency Planning, Resilience, and Response: Have executive authority and responsibility for ensuring the Trust complies with legal and policy requirements, and lead the development of emergency plans and response strategies.
  • System Leadership: Act as Lead Chief Operating Officer for the Black Country ICS and/or Black Country Provider Collaborative, leading defined programs of work, such as Urgent & Emergency Care or Elective care or Cancer care.

Person Specification

  • Qualifications: Masters Level qualification in a relevant subject area, or equivalent experience, and a demonstrable record of continuous professional development.
  • Key Competencies: Well-developed communication and influencing skills, able to lead and work in multi-disciplinary teams.
  • Knowledge and Experience: Successful track record at Director/Senior Management Level, including exposure to Board Level in a large complex organization, and an understanding of key NHS Service Performance Standards.
  • NHS Leadership Competency: The skills and knowledge to drive high-quality and sustainable outcomes, set strategy and deliver long-term transformation, promote equality and inclusion, and create a compassionate, just, and positive culture.
