With the recent announcement of the ScotWind leasing process, there is a significant opportunity to harness offshore renewable energy, promising substantial economic benefits.

The Scottish Government's ambitions will require a sustained commitment, uniting people, skills, and resources across multiple agencies and collaborating with UK Government on relevant areas.

The Directorate is committed to expediting delivery by simplifying processes and providing a centralized interface for industry engagement, working closely with stakeholders to optimize economic outcomes for Scotland.

Key Responsibilities

The role will be highly visible and subject to considerable public and media scrutiny. The successful candidate will need to showcase their experience in navigating complex, high-profile environments. Key responsibilities include:

  • Leading and guiding the division's staff, anticipating growth to support a comprehensive work program.
  • Fostering a culture of teamwork and collaboration, emphasizing a strong focus on delivery.
  • Implementing effective risk management strategies to safeguard Scottish Government interests in offshore wind initiatives.
  • Ensuring engagement and support from all relevant sectors of the Scottish Government and public sector.
  • Acting as a collective sponsor for public sector agencies to ensure cohesive responses and alignment with strategic objectives.
  • Serving as Senior Responsible Officer (SRO) for emerging projects within the program.
  • Representing Offshore Wind and Wave and Tidal sectors in Scotland, engaging with industry leaders and UK Government to ensure alignment with Scotland's ambitions.
  • Overseeing the offshore wind program management office, ensuring a collaborative approach to program management that supports informed decision-making.
  • Leading a team to conduct a comprehensive review of the sectoral marine plan, managing stakeholder relationships and technical consultancy support.
  • Directing a marine research program, ensuring successful outcomes for policy and offshore wind initiatives.
  • Collaborating with UK Government counterparts to facilitate legislative changes that enhance planning and consenting processes.
  • Participating in the Offshore Wind Leadership Team, contributing to corporate governance and staff development initiatives.
