About the Role

We are seeking a highly skilled and experienced professional to join our team as a Highways Network Officer. This is an exciting opportunity to work with us in shaping the future of our transportation network and ensuring the integrity of our public rights of way.

Key Responsibilities
  1. Prepare and publish periodic Legal Event Orders to consolidate the Definitive Map and Statement, ensuring accuracy and compliance with relevant legislation.
  2. Investigate applications for Definitive Map Modification Orders and Public Path Orders, providing expert advice and recommendations to support informed decision-making.
  3. Produce detailed reports and draft legal Orders, ensuring thoroughness and accuracy to prevent costly legal challenges.
  4. Represent the Council in written representations, public hearings, and public inquiries, providing expert evidence and defending Orders against objections.
  5. Collaborate with planning departments to provide expert advice on Public Path Orders under the Town and Country Planning Act 1990, ensuring the legal integrity of routes on the Definitive Map.
  6. Contribute to the development of the local Rights of Way Improvement Plan and Local Transport Plan, setting targets for the next five years.
Requirements

To be successful in this role, you will need:

  • Excellent report writing and drafting skills, with attention to detail and accuracy.
  • A good understanding of highway, environmental, or land law, with knowledge of the Wildlife and Countryside Act 1981 and the Highways Act 1980.
  • Proficiency in GIS applications and IT skills.
  • Excellent communication and interpersonal skills, with the ability to work effectively with colleagues and stakeholders.
