Role Description

The Smart Metering Implementation Programme (SMIP) is a significant initiative that spans both Government and industry, aimed at replacing conventional gas and electricity meters with smart meters in residential and small business settings across Great Britain. Smart meters are essential for achieving net zero emissions, facilitating the use of renewable energy, and decreasing reliance on imported fossil fuels. They also enhance the energy system for millions of consumers by providing valuable information for managing energy consumption, eliminating manual meter readings, reducing billing disputes, and improving the pre-payment experience.

This position is situated within the Priority Projects Team, a newly formed unit within SMIP that supports senior leadership and the broader programme in executing critical strategic initiatives. Our team consists of a small, highly visible group of policy and strategy advisors embedded within the Programme’s Strategy and Business Management Team, reporting directly to the Programme Director & SRO. We manage a diverse portfolio of medium- to long-term projects, address emerging strategic challenges, and assist teams under short-term pressures. Our flexible approach, strong interpersonal relationships, and commitment to continuous improvement enable us to fulfill our responsibilities effectively.

The successful candidate will play a pivotal role in enhancing the team's capacity and capabilities as our project portfolio grows. You will have the opportunity to lead cross-functional policy development and implementation, collaborate closely with senior leadership to define priorities, and contribute to shaping the Programme's strategic vision.

We are engaged in a dynamic and complex agenda, requiring a broad skill set to achieve our objectives. We prioritize work-life balance and promote flexible working arrangements.

Key Responsibilities

  • Contributing significantly to the Programme Transition Team, which is steering SMIP’s business transformation efforts for the eventual transfer of enduring functions to external governance.
  • Leading and executing a diverse array of strategic projects across the Programme.
  • Providing support to senior leadership in addressing emerging challenges and issues.
  • Collaborating with the Head of Strategy and Business Management to maintain a forward-looking perspective on strategic priorities and projects, including regular horizon scanning with senior leadership.
  • Offering ad hoc assistance to teams experiencing short-term pressures.
  • Managing tasks and matrix responsibilities within project teams.

Required Skills and Experience

This role demands exceptional organizational skills, sound judgment, a focus on problem-solving, and the ability to foresee the implications of issues on SMIP Leadership, the Strategy and Business Management team, and the wider Programme. You will need outstanding written and verbal communication skills, capable of tailoring messages for various audiences and constructing persuasive arguments while setting clear objectives. The ideal candidate will be a collaborative team player, adept at building strong working relationships across a wide range of internal and external stakeholders at all levels of seniority to achieve results.

Behaviors

During the selection process, candidates will be evaluated based on the following behaviors:

  • Effective Communication and Influence
  • Delivering Results Promptly
  • Collaborative Teamwork

Benefits

In addition to a competitive salary, the Department for Energy Security & Net Zero contributes significantly towards your membership in the Civil Service Defined Benefit Pension scheme.

The Department offers a comprehensive range of benefits, including:

  • A culture that promotes flexible working arrangements, such as job sharing, remote work, and compressed hours.
  • Automatic enrollment into the pension scheme, with an average employer contribution of 27%.
  • A minimum of 25 days of paid annual leave, increasing by one day per year up to a maximum of 30 days.
  • A wide array of learning and professional development opportunities, which all staff are encouraged to pursue actively.
  • Access to various retail, travel, and lifestyle employee discounts.

Office Attendance

The Department follows a discretionary hybrid working policy, allowing for a blend of working hours from your designated workplace and from home in the UK. The current expectation for staff is to be present in the office or non-home-based location for 40-60% of the time over the accounting period.
