**Job summary**:
Around 30% of the UK's energy consumption and carbon emissions arise from the way buildings are lit, heated and used and the Government recognises the important contribution that the energy efficiency of buildings has to make in meeting our overall net zero targets.

This role is a policy advisor supporting our work in this as part of the Building Performance.

The Performance of Buildings Division leads the Department’s work to address the way in which the design and construction of buildings affects climate change, by working to improve their energy efficiency and lower carbon emissions. It is home to the Departments “Net Zero Buildings Hub” that coordinates and leads actions to support the transition of buildings to a low carbon future.

The Division is also responsible for the Energy Performance of Buildings Regulations (England and Wales) 2012 which includes the requirement for Energy Performance Certificates (EPCs).

**Job description**:
The Net Zero Buildings Hub co-ordinates activity, and develops next step thinking, on how we support buildings to reach Government targets to achieve net zero and adapt to climate change.

The team also co-ordinates the departmental overview on Climate Change and Net Zero activity across DLUHC, meaning you will be working closely with teams across housing, planning and levelling up. You will focus on the impact of any plans to decarbonise homes and to help them adapt to the impacts of a changing climate.

As well as working with colleagues across DLUHC, you will also need to form strong working relationships with policy teams in the Department for Energy Security and Net Zero (DESNZ) and the Department for Environment, Food and Rural Affairs (Defra) who hold some of the policy levers.

**The post holder will**:

- Build relationships with teams across the Department to develop next-step thinking on how we support buildings to reach Government targets to achieve net zero carbon and adapt to climate change.
- Lead the Hub’s work on adaptation, including working with Defra and looking at the impact that actions in the Third National Adaptation Programme (NAP3) will have on the Department.
- Contribute to the reporting, briefing, parliamentary and correspondence needs of the team.
- Coordinate commissions across the Department with a wide range of teams whose work contributes to climate change and net zero.
- Provide programme management support to the projects and activities undertaken across the division.
