**Main Duties**
- To work with the Director of Estates & Facilities and the wider Estates team to ensure that the College estate, assets and support services and infrastructure are fit for purpose, safe, secure and are managed within agreed budget parameters observing alllegislative, regulatory, corporate process and procedures.
- To help to develop the Estates and Facilities function to be efficient, responsive, supportive and flexible contributing ultimately to learner achievement, outcomes and destinations.
- To manage both capital and revenue estates projects from inception to completion including financial and funding management in line with the College Estates Strategy and Estates Master Plan.
**Key Responsibilities**
- Undertake the role of client project manager on all projects identified by the Director of Estates and Facilities and taking ownership of such projects from inception to completion, ensuring projects are completed within set timescales and budgets.
- Assist with the continuing development of the college Estate Strategy and Estates Master Plan.
- Assist with securing funding for investment in the College estate, including participation in essential bid writing processes.
- Responsibility for the procurement and management of professional services where required to assist in gaining funding and where specialist skills are required to complete a project.
- In conjunction with the Director of Estates and Facilities, identify essential projects and liaise with relevant college staff to understand customer requirements sufficiently to develop a detailed brief for approval.
- Lead on the preparation of design specifications, implementation plans and financial business cases.
- Manage project procurement in line with college financial policy and prepare contract documents and works orders in accordance with the College financial regulations.
- Responsibility for all general project administration.
- Co-ordinate and manage project teams, consultants and contractors to effectively resource the project design and implementation phases.
- Management of Health and Safety aspects throughout the project lifecycle (in conjunction with the college Health and Safety Manager) ensuring projects are designed, co-ordinated and implemented in line with college policies, procedures and statutory Healthand Safety legislation.
- Financial management of all projects within agreed budgets including the processing and submission of funding claims within specified timescales.
- Ensure all projects are completed to the highest technical standards and ensure value for money and adherence to agreed specification and budget.
- Liaise with the Director of Estates and Senior Estates and Facilities Manager to identify project outputs and lifecycle costs for future budgeting.
- Assist where required with the general operation of the college estate and help ensure that the college remains compliant with all statutory obligations and adherence with college policies and procedures.
- Deputise for the Director of Estates and other members of the Estates team in their absence.
- Management of contractors and suppliers to ensure legislative and procedural compliance and that safe systems of work are developed and delivered.
- Production of design and specification information for tender.
- Contribute to the H&S performance of the section, department and wider college environments ensuring compliance and best practice in H&S.
- Develop, contribute and deliver against the section SAR & QiP's and other monitoring requirements/agencies to contribute to wider quality improvement initiatives.
- Contribute to the colleges risk, emergency and response planning arrangements.
- Work closely with team and college staff to ensure that the service is delivered to fully support teaching and learning and the delivery of an efficient, flexible and responsive service.
- Contribute to the development and delivery of departmental and strategic policy and procedure.
- Be an ambassador of the department and the College, supporting the College mission and maintaining the highest professional standards in public life.
**Key Interfaces**
- Liaison with the SMT and Executive management teams in the absence of the Director of Estates and Facilities.
- Management of externally appointed contractors and consultants.
- Staff, students, parents, stakeholders and departmental colleagues.
- Curriculum area leaders and departmental managers.
- Contractors, suppliers, insurance representatives and auditors.
- External agencies such as: Local authorities, the HSE etc.
- Partnership agencies (OFSTED, LEP,SFA, Awarding bodies, Landex etc).
