**Job summary**:
We are seeking a Human Security Policy and Plans Advisor within RAF Air Command.
11 Group sits at the Operational Centre of the Royal Air Force. It is responsible for the planning and delivery of Air and Space objectives which are synchronised and integrated with Cyber and information activities in support of Defence activity.
A5 plans is a small yet high-impact team responsible for developing medium and long-term Air planning. The team maintains key relationships with Security, Policy and Operations (SPO), Permanent Joint Headquarters (PJHQ) and single Service planning staffs to provide advice and direction when required.
The team leads on the development of policy for Human Security in Air and Space Operations, establishing standards and practices and ensuring that these are reflected throughout operations, internal policy, and international defence engagement activity.
The Human Security post is the RAF lead for Human Security in Air, establishing standards and ensuring these are reflected both in internal policy and international defence engagement activity. HS is a term used by defence to refer to several cross-cutting topics, this includes (but is not limited to):
Protection of civilians
Women, peace and security
Children and armed conflict;
Modern slavery and human trafficking;
Countering state and non-state threats
Building integrity and countering corruption
Cultural property protection
Regular attendance at RAF High Wycombe will be required, with some home working possible.
This position is advertised at 37 hours per week.
**Job description**:
Human Security is an approach to national and international security which places the emphasis on human beings, rather than the traditional focus on the security of the state. Moving the security agenda beyond state security does not mean replacing it; rather, it complements and builds on it. It is applicable to situations above and below the threshold of armed conflict, across all domains and surpasses geographical boundaries. This pervasiveness of Human Security means that it is vital that it is considered across the spectrum of UK Defence.
JSP 985 directs the UK Armed Forces to implement those UNSCRs which relate to Human Security considerations. It recognises that the implementation of Human Security requires a whole of government approach, with military objectives integrated within a broader cross government strategy.
This post is responsible for integrating Human Security throughout all AIR activity in accordance with JSP 985 and Air’s Human Security Action Plan. A Human Security approach is a way of planning and executing operations, that recognises the human environment and security of individuals and communities.
**Main responsibilities and deliverables**:
- Providing policy advice to AOC 11 Gp on all Human Security matters, including the preparation of briefs and other documents for Senior Military Officers and Senior Civil Servants as required.
- Representing AIR’s interests on cross-departmental delivery groups, whilst ensuring that the RAF is responsive to and assists with shaping policy development in the academic community, the UN, NATO, civil society, and other government departments.
- Developing a Human Security capability for the Air and Space domains, establishing Human Security Advisers and associated courses for the RAF.
- Delivering on RAF Human Security commitments to Defence and other fora, ensuring targets are met on operations to achieve better operational outcomes.
- Managing, driving, and reporting on the execution of AIR's Action Plan to integrate Human Security across all RAF activity. This includes but is not limited to the planning, conduct and evaluation of operations, exercises, training, and doctrine.
- Staffing and maintaining policy information flow between AIR, PJHQ, SPO, Joint Warfare and MOD Head Office to support 11 Gp operational output.
- Overseeing cross-functional 11 Gp Human Security matters, bringing together stakeholders to help drive recommendations and decisions.
