If so, we have an exciting opportunity for you to join our client's team as a Service Charge Lead.
Position Overview:
As a Service Charge Lead, you will play a crucial role in their finance team, responsible for overseeing the accurate and efficient management of service charge accounts. You will collaborate with various stakeholders, including property management, residents, and other internal teams to ensure transparent and compliant financial practices. Your attention to detail, analytical skills, and ability to interpret financial data will be instrumental in maintaining financial stability within our organisation.
Responsibilities
- Ensuring the service charge setting cycles are coordinated and run effectively. Providing operational support to the housing team to ensure compliance with Service Charge Policy and Procedure, and the relevant legislation. Facilitating delivery of the Service Charge Setting Cycle.
- Support the interpretation and implementation of service charge setting requirements (for example project managing any new service charge regime, ensuring systems and processes are updated or in place by the required date)
- Be an expert in service and personal charges, including changes in legislation and development in good practice from bodies such as the regulator of social housing and the National Housing Federation and to inform all relevant departments on changes.
- Act as an expert in the field of service charges, in particular the 1985 & 1987 Landlord and Tenant Act and Commonhold and Leasehold Reform Act 2002.
- Manage the budget setting cycles and trackers for the variable and fixed service charges process, the year-end reconciliations and annual consultation process. Assist those responsible for auctioning these processes where necessary.
- Provide period exception reporting to Housing to identify non-recoverable expenditure missing recoverable expenditure expenditure not treated appropriately and prepare / advise on appropriate adjustments.
- Provide training on how to review performance against budgets via the monthly and quarterly reports.
- Coordinate that service charge accounts for all variable service charge schemes are prepared, reviewed by Housing, signed off and sent to customers and recognised Residents Associations as agreed
Requirements
- Proven experience implementing service charges within the Housing sector.
- Understanding of landlord and tenancy obligations contained in Occupancy Agreements (Freehold documents, Leases & Tenancy Agreements).
- Knowledge of accounting processes relating to service charges and varying methods of allocation & apportionment of service charge costs.
- Ability to carry out income and expenditure reconciliation.
- Knowledge of interpreting leases, legal agreements, service charge deeds, terms of transfer and tenancy agreements.
- Intermediate level Northgate, Intermediate level Ensemble. (Desirable)
- Effective IT skills including intermediate MS Office skills.
