**My client is looking to appoint a PMO lead to act as a change agent and support the goal of growing its capital works development and delivery capability over the next two years. They are seeking to appoint an individual who will work for and with the Head of Development in establishing best practice in the development and delivery of capital works based on the APM methodology.**

**Duties & Responsibilities**:

- Develop and manage the monthly capital works project reporting cycle for the entire netowrk and Capital Investment Programme with a clear focus on accuracy with a clear narrative explaining variances, risks, issues, and emergent trends.
- Support and coach the PMO Manager in the identification of business opportunities that form the basis of achievable goals and investment that drives efficiency and effective working in the airport.
- Lead and support the PMO Manage in the administration of Business Case through the full gateway process such that best practice as defined by APM is embedded in the business.
- Challenge Business Cases benefits and outcomes with clearly articulated focus on the development of SMART objectives that can be measured and reported accurately.
- Challenge assumptions and risks in the Business Case and escalate programme level opportunities and risks to ensure there are 'no surprises' as projects pass through the gateway process.
- Engage with and coach Sponsors in the execution of their role.
- Support and challenge the programme and project managers and engineers to ensure clarity of the business case benefits is maintained throughout delivery of the project in the monthly reports and at each gateway review.
- The role holder is responsible for ensuring the integrity of monthly reporting for the Development function is maintained throughout the delivery process without dilution or addition.
- Be aware of the overall requirements for delivery of successful major projects and programs.
- Ensure the accurate maintenance of programme level records, including Risk Registers, Issues Logs, Dependency Logs, Lessons Learned Logs, etc.
- Supervise and line manage PMO staff, building cohesion and motivation within the team as required from time to time.
- Provide a quality assurance role in line with defined PMO processes.
- Manage and influence a range of stakeholders internally and externally.***

**Competencies***

**Essential**:

- Proven track record in developing and managing a PMO function.
- Track record of supporting Project and Programme Managers with Project Controls and reporting progress including planning, executing, controlling, and closing projects.
- Experience of managing a PMO office / function working closely with Project & Programme Managers, to support delivery of successful projects.
- Good understanding of recognised project and programme management tools, systems and process.
- Proven skills in creating and maintaining project and programme records, including risks, issues, actions, dependencies.
- Efficient in resource planning and task assignment.
- Knowledge of benefits and dependency mapping, risk management and resource planning.
- High levels of attention to detail, accuracy, and quality assurance.
- Strong stakeholder management and influencing skills.
- Experience of programme and project level financial management.
- Knowledgeable and experienced in efficient Change Management methods
