The SNEE ICP Communities Pathfinder Project Lead will provide essential additional senior leadership capacity to ensure that progress continues to be made across the Suffolk and North East Essex ICS specifically in relation to the role of the ICS in local communities. This includes;
- realising the social and economic contribution of ICS partners as health and care anchor institutions;
- a resilient voluntary, community, social enterprise and faith (VCSEF) sector

The role will ensure deeper partnership, collaboration and joint progress by the ICS working with the Health and Wellbeing Boards in Suffolk and Essex, Chambers of Commerce and Local Economic Partnerships. Key relationships in the ICS will include in particular local Alliances in North East Essex, Ipswich and East Suffolk and Great Yarmouth and Waveney. Also NHS England, County Councils, local NHS providers and local voluntary, community, social enterprise and faith (VCSEF) organisations.

The Project Lead will work with colleagues leading anchor work around the ICS including the ‘Clacton Place’ project in North East Essex to help to share learning and encourage similar place based initiatives in other deprived coastal communities along the east coast - including potentially Felixstowe, Lowestoft, Great Yarmouth and Southend. Helping to embed the use of the ICS Anchor Dashboard in Suffolk and North East Essex ICS and encouraging the development of similar approaches in other systems.

The Project Lead will provide a dynamic link with NHS England to develop the ICS role as a national pathfinder system. As such they will help the NHS England programme to explore and understand the leadership climate and culture required from NHS bodies to work in partnership with wider public sector, in particular through exploring the leadership role of ICPs. Enabling the ICS to participate in learning capture through the NHS England programme by focusing on:

- Identification of the characteristics of effective ICP working, from all partners but specifically NHS bodies, that can be used to support development of ICPs elsewhere.
- Packaging of this learning for spread and adoption elsewhere
- Identification of how ICSs (through their ICPs) are delivering the 4thpurpose (supporting wider social and economic development) that can be used to identify what good practice looks like
- Measurement of the tangible impact of the ICS on the wider social and economic development of their area and work on the organisational development/maturity of the ICP Committee.

- Working with local Chambers of Commerce and Health and Wellbeing Boards in Suffolk and Essex to help to ensure development of a more local supply chain to the NHS that will enable an increased economic and social contribution from health and care to local communities.
- Helping to embed the use of the ICS Anchor Dashboard in Suffolk and North East Essex ICS and encouraging the development of similar approaches in other systems.
- Work with the chair and SNEE ICP colleagues to refresh the role of the Anchor Programme Board.
- Working with local VCSEF sector leaders and the ICS VCSEF Assembly Chair, the Project Lead will support the establishment of the Suffolk and North East Essex IC
