**Job summary**:
***The Governance, Assurance and Reporting (GAR) Lead will manage all GAR related activity for the VCAS/ACAS programme in the Submarine Directorate of Navy Command at the MoD.

The GAR Lead is responsible for designing, implementing and managing the governance for the programme to ensure timely and appropriate decision making to enable programme delivery. They will ensure the governance model makes use of best practice governance models and adheres to corporate standards; that decisions are made at the appropriate level and that any necessary escalations are timely and clear. As part of their role, they will be responsible for maintaining an audit trail of key decisions.

The GAR Lead will also work closely with the SRO and Programme Director to design and implement suitable assurance activity for the programme. This will likely include working to design and implement external assurance projects, liaising with a wide range of stakeholders in doing so and ensuring that assurance outputs are valuable to the programme and its future work.

As the reporting lead for the programme, there is a need to provide data and information to monitor the performance of the programme and to inform decision making. The post holder will be responsible for defining reporting metrics and for analysing performance data to draw quantifiable conclusions about programme performance. VCAS/ACAS forms part of the Defence Major Programmes Portfolio (DMPP) and the post-holder will also be responsible for ensuring compliance with DMPP reporting requirements.

The GAR Lead is also responsible for providing programme briefings for a wide range of stakeholders, based on the quantifiable reporting data they are responsible for collecting and maintaining. This may include, for example, adhoc reports and briefings as and when required for the Navy Board, Navy Executive Committee (NEC) and/or ministers.

The post can be based in London, Portsmouth or Bristol - with an expectation for regular travel across these locations and potentially very occasional travel to other defence locations such as HMNBs Clyde and Devonport.

**Job description**:
**Responsibility**

**Governance and reporting landscape** - Design, implement and deliver the governance arrangements for the programme. Draft and own terms of reference for boards and define roles of board members. Work with senior project roles to draft board agendas. Keep log of board decisions and owners. Work with decision owners to provide report updates. Analysis data and present at relevant boards

**Governance** - Manage, oversee and draft papers for governance boards. Liaise with approval boards and ensure papers for approval have timely slots at all relevant approval boards. Prepare papers for Investment approval boards.

**Risk and issue management -** Work with risk manager/ risk owners to report risks to relevant programme and Navy boards.

**Stakeholder** - Liaise with Stakeholders to gather data. Review data, and work with stakeholders to resolve anomalies or gaps in programme performance metrics and data.

**Change control** - Work with the Programme Director to provide data for change control requests. Present change control requests to relevant boards and disseminate the outcome of decisions.

**Reporting** - Work with the Programme Director and SRO to design, implement and maintain programme performance metrics and data. Ensure effective reporting to inform timely decision making. Monitor the effectiveness of reporting metrics and data and update as appropriate.

**Reporting** - Leads the timely and accurate reporting of integrated assurance plans and milestones to support departmental or board level assurance activities

**Assurance - **Work with the Programme Director and SRO to design and implement assurance activities for the programme. Provides guidance to support integrated assurance planning.
