Reporting to the Head of Rents and Service Charges, the Rent and Service Charge Manager (rents focused) will provide, and further develop, a comprehensive and professional rent and service charge function to Great Places Housing Group and its subsidiaries andembed compliance, financial planning, and budgetary control. This role is one of two Rent and Service Charge Manager roles within Great Places Finance Team with this one focusing predominately on rents, however there is an expectation that this role will alsobe responsible for providing appropriate cover for Service Charges as and when required.
PURPOSE OF ROLE:
Manage the rents function for the Group (as part of the Rent and Service Charge Team and reporting into the Head of Rents and Service Charges) including the preparation, accurate calculation and setting of rents (and service charges) on all properties withinthe Great Places portfolio.
Ensure that rental income, fees, other income and property data are accurately recorded within the Housing Management system (currently Aareon QL) and adhere to relevant regulatory and legislative guidance.
Prepare accurate and timely rental and income information, including property data, for inclusion within the annual budgets, Business Plan, management accounts, statutory accounts, regulatory returns and in preparing for internal and external audits. This willalso include providing information to internal and external stakeholders.
Manage the preparation, calculation, processing and communication of the annual rent review and provide technical expertise and guidance to stakeholders.
To be an effective member of the Rent and Service Charge Team and the wider Finance Team.
KEY RESPONSIBILITIES:
Responsible for the preparation and accurate calculation and setting of rents (and service charges) on all properties within the Great Places portfolio including new build developments, acquired properties and relets properties in line with relevant legislationand regulatory standards. This includes ensuring that these are accurately recorded in the Housing Management System.
Responsible for the preparation of accurate budgets in relation to rents (and service charges), fees and other income across the Group in line with agreed timetables, challenging assumptions appropriately, and linking to the wider 30 year Business Plan.
To ensure the financial information in relation to rent and income is accurately accounted for within the financial system and that detailed analysis of variances are prepared and understood. This will include preparing information and reconciliations for theannual statutory accounts and both internal and external auditors.
Responsible for the preparation of information and data in relation to rents and wider income for inclusion in relevant Board, Committee and Executive Management Team Reports.
Responsible for maintaining sufficient level of data to produce accurate and timely regulatory and statutory returns, including being responsible for the accurate preparation of the Regulators Statistical Data Return.
Responsible for monitoring the monthly management accounts for rent, fees and all other related income, against budgets and forecasted projections including analysing variances and proposing corrective action if required.
Provide expert advice and guidance on all matters relating to Rent Setting (and Service Charge management) to the wider organisation.
Responsible for streamlining income processes and ensuring controls are in place to accurately record our income, costs, assets and liabilities.
To understand and interpret financial standards and regulatory direction and positively engage with networking groups across the sector to ensure consistency of approach.
To prepare all relevant reconciliations are prepared on a monthly basis including balance sheet reconciliations and stock related data including stock additions, disposals and conversions.
To set and embed a high support/high challenge culture and support and develop to realise individual and team potential and ensure effective service delivery.
PERSON SPECIFICATION
EXPERIENCE & SKILLS:
Experience of managing and leading a small team effectively within a finance setting, and embedding of a high performance culture, ideally within a regulated environment.
Extensive experience of preparing budgets, forecasts and monthly management accounts with specific experience of rental income and service charges.
Excellent IT skills and highly proficient in excel and report writing.
Experience of manipulating large volumes of data for multiple scenarios.
Proven relationship builder and influencer with internal and external stakeholders including experience of liaising and consulting with customers.
Experience of identifying continuous improvement with the potential for delivering efficiency savings and driving business decisions.
Experience of liaising with colleagues across the business in preparing rental/income (and service charge information) and in ensuring that accurate charges are made to customers.
Proven experience of interpreting and implementing legislative and regulatory changes specifically in a rent and service charge environment.
The ability to motivate, inspire and influence team members, including the wider Great Places team.
The ability to develop and project a positive image of Great Places through personal, written and oral skills.
Ideally possesses a recognised financial qualification relevant to the role (e.g. CCAB, AAT) or is Qualified by Experience.
