**Job summary**:
Within your role, you will undertake investigations into potential offences against animal health and welfare legislation in accordance with all relevant investigative protocol and legislative requirements. These will be instigated as required and when resource allows, and the circumstances of each investigation may vary. They will include large investigations into potential fraudulent activity and non-compliant activity on a national scale or bringing an individual back into compliance.

You will identify areas of concern in relation to non-compliance and to ensure that APHA has the capacity and capability to liaise with policy customers and advise on the legislative and practical aspects of delivery of enforcement/investigative actions.

You will need to plan and manage tactical solutions to potential high-risk areas of non-compliance in consultation with other team members, colleagues with the Agency as well as key external stakeholders, specifically Food Standards Scotland.

**Job description**:
You will prepare case files for referral to the procurator fiscal (PF) to the required standards for PF to pursue prosecution.

Plan and prioritise specific investigations and undertake evidence gathering; to interview witnesses and experts; to interview suspects in accordance with PACE equivalents; to evaluate evidence and make recommendations as to the most appropriate course of action; to maintain disclosure documents as required within legislation and to prepare files, exhibits and evidence for court. Court attendance may also be required.

Safeguard APHA by ensuring we comply with the legal requirements of RIPA, CHIS and evidential continuity, or Scottish equivalents.

Undertake investigations using an in-depth knowledge of animal health and welfare legislation as well as all available investigative techniques, technical equipment and IT systems.

You will be an active member of the investigations team and to participate in case-conferences and to lead discussions on appropriate actions in all cases that require APHA co-ordination or investigation.

You will input into the identification of high-risk areas of non-compliance and to ensure the development of plans and procedures in order to prevent or mitigate them.

You will be expected to perform any additional duties that would reasonably be expected.

Support field operational teams in their understanding of enforcement principles and raise awareness of the impact on non-compliance on delivery of policies/ controls.

Consider targeted enforcement campaigns across APHA in conjunction with policy customers and enforcement partners, to address highlighted areas of risk.

**Person specification**:
As the successful post holder you will need to build and maintain effective working relationships with - directors, managers and team leaders within APHA, local authority and other agency enforcement and delivery partners, members of APHA’s Regulatory Hub, FSS Food Crime and Incident Uni and procurator fiscals.

The successful post holder will be required to influence key colleagues throughout the region/country, policy customers, operational partner and stakeholder organisations on regulation, compliance and enforcement issues.

**Essential Criteria**
- Experience of working in enforcement and knowledge of evidence gathering and taking witness statements
- Skills to lead investigations and use a range of investigative techniques including experience of conducting interviews
- Knowledge of the requirements to satisfy evidential continuity in the collection and evaluation of evidence
- Ability to communicate and engage with a wide range of people and operating in a multi-agency environment
- Report writing and presentation skills to brief senior management on complex issues in a clear and concise manner
- Strong team working skills with effective prioritisation and planning
- Ability to work with mínimal supervision
- Proficient in the use of a variety of IT tools
- Understanding of animal health and welfare legislation and regulatory controls
- Knowledge of agriculture and associated industries
- Effective leadership
- Experience of large-scale cases of non-compliance especially those with an element of fraud, and an understanding of POCA legislation
- Understanding of an intelligence operating model
