Clinical Lead for Oxford City Urgent Care Centre

Oxford City Primary Care are working to provide an Urgent Care Centre on the JR hospital site in

Oxford. The service will start on 24th February and will initially operate from 10am-8pm Monday to

Friday, with plans to extend to longer hours and 7 days a week within the next month.

The service will be GP led and will provide treatment for patients with minor illness. In the first instance, the UCC will take referrals from primary care directly and from 111 for primary care conditions. When fully operational the service is likely to take referrals from ED.

Reporting to Clinical Responsible Officer for UCC

The role
As the Clinical Lead for the UCC you will play a central role in the leadership and continuous improvement for our range of primary care visiting services.

Our continuing aim is to deliver better access to general practice care in Oxford by providing responsive and effective visiting services, and your commitment to continuous improvement and strong track record in partnership working will be essential. With quality and patient needs at the fore, you will work closely with internal colleagues to ensure the ongoing delivery of a high-quality healthcare service that meets patient needs and CQC standards.

Key Responsibilities

**General**
- Work to the City’s vision, values and behaviours and ensure these are embedded into our healthcare plans and delivery
- Provide clinical leadership to the operations team and help solve operational problems that require clinical support during the working week
- Ensure co-ordination of the care pathways and services operated by the service, plus other integrated services as required.
- Share clinical expertise as required, developing and maintaining services for the benefit of people who live in and around Oxford
- Review workforce roles and team members to ensure they are skilled and capable. Pragmatic decisions around appropriateness of available staff are to be discussed with the CRO and SRO for the service to ensure continuity of provision.
- Ensure systems and processes are in place for ensuring learning and development takes place across our teams and services
- Collaborate with other professional groups and organisations within and across boundaries and with other providers. It is imperative to work with the various Community partners when developing the service, and ensure that appropriate version control is communicated across the organisations delivering the service to provide equitable access to services.
- Support workforce development, training, professional development and appraisal, in conjunction with the relevant team members
- Take responsibility for clinical governance, safety and quality improvement, ensuring integration of best practice and research evidence into practice

**Service Development**
- Work with practices and others to measure patient and service need and incorporate this into development and delivery plans
- Match the available skills offered by the service against the demand from practices and patients
- Understand the supply of available clinicians, what they are looking to gain from working in the service and how to attract them
- Continue to develop referral and triaging guidance for the services, for both internal and external use
- Contribute to team members’ learning needs assessments
- Attend regular clinical meetings with the CRO and SRO
- Work with colleagues and partners to explore ways in which clinical roles, pathways and teams might be co-developed and shared across the system

**Developing Clinical Guidelines and Templates**

P 2r imary Care Visiting Services - GP Clinical Lead

- Identify and/or develop relevant local and national guidelines for the services and ensure that clinicians are aware of and have access to them during their shifts
- Contribute to the development of pathways, SOPs and templates for use within the service and ensure that team members are adequately trained and enabled to use them
- Contribute to the development of patient information materials, including leaflets and web
- based resources as required

**Evaluation and Monitoring**
- Review service activity data regularly and act accordingly to ensure the service is being delivered according to agree KPIs
- Attend regular team and contract meetings as required, to discuss service delivery and ongoing develop
