**Job description**:
The Maritime and Coastguard Agency (MCA) implements the government's maritime safety policy in the United Kingdom and works to prevent the loss of life and occurrence of pollution on the coast and at sea.

UK Maritime Services (UKMS) is responsible for the survey and inspection of UK ships and foreign flagged vessels in UK waters as well as the promotion and implementation of UK safety, environmental and navigational regulatory regimes, development & implementation of policy in relation to competency standards, Seafarer Training, Certification and Watchkeeping (STCW), officer certification, safe manning, radio training & SMarT Cadet training.

This role sits within the Technical Delivery team and is responsible for the provision of highly effective administrative support for the Support for Maritime Training (SMarT) Scheme including contracts management and investigative work on the future direction of funding for trainee seafarers; monitoring SMarT budget requirements and forecasts including various monthly finance returns; updating the statutory Transparency Reporting database; maintaining and creating new policy.

Understanding our stakeholder needs is key to developing policy that will facilitate the modernisation of seafarer training while ensuring we meet our obligations to national and international legislation. We strive to ensure the quality of the support, training and education that leads to a UK Seafaring Certificate and provide a 'level playing field' for delegated seafarer training services. To support and grow the UKs 'seafarer training brand', we will support innovation and modernisation in line with the needs of the shipping industry.

This is a fantastic opportunity to gain experience of policy related work, contribute to making our seas and inland waterways safer and a great way to start a career in the MCA. You will not need any prior knowledge of the MCA to join us, just a willingness to learn.

This role will be based in the Southampton HQ. MCA supports flexible working and operates a hybrid working model between home and office for this role, giving you greater flexibility over where and when you work. Details of the arrangement will be discussed further with your line manager.

There will be a requirement for you to occasionally travel within the UK, however notice will be given prior to travel.

**Your responsibilities include but are not limited to**:

- Provide effective support in the running of the SMarT Scheme as part of the Technical Delivery team including drafting policy; input to the Cadet Training & Modernisation review outcomes including budget forecasts and input to the future of the schemes; action queries; Prepare various submissions for the Minister and liaison with the Private Office when necessary.
- Contract management of the SMarT AB contract and the Information Technology (IT) Managed Service Contract (SMarT Replacement Portal) - create, monitor, assess and review Key Performance Indicators; monitor Service Level Agreements; raise Request to Purchase (RTP) forms; monitor contract spend, collate and monitor trainee numbers and forecasts and maintain spreadsheets (including audits).
- Manage the SMarT Scheme Replacement Portal database including compliance with Government Digital Service standards (GDS); monitor and analyse performance metrics in line with GDS standards; the creation of essential Power BI reports; action queries; provide statistics using Google Analytics and Power BI reports to internal and external stakeholders.
