MMP Consultancy currently have an opportunity for a Programme Manager to join a local authority based in Hampshire.

This will be an interim position paying £36.12 P/H Umbrella on a 6-9 Month basis.

**The Role**:
To manage a programme of capital projects within the corporate client service areas ensuring they are planned and executed effectively to achieve milestones and deliverables within agreed budgets and resources.

**Job Purpose**:
- To plan and manage the delivery of a programme of construction projects cross the Council's corporate operational, service and investment properties ensuring that projects are managed in accordance with agreed Project Management and reporting principles.
- To manage a team of Senior Project Managers and Project managers to deliver the programme effectively.
- To engage with key stakeholders and ensure effective communication and involvement with project activit
- Co-ordinate programme and project resources including people resources.
- Track all project activity including monitoring against budgets and delivery of targets against time and cost.
- Maintain formal project controls (risks, assumptions, issues, and dependencies) - ensuring these are visible and accessible and continually updated and acted upo
- Deliver the programme and projects in accordance with agreed standard
- Taking action to address risks including escalating risks and taking action to eliminate, reduce or delay risk.
- Monitoring the expenditure and costs against the funding as the programme progresses.
- Managing 3r party contributions to the programme.
- Embedding change because of projects into business-as-usual activity.
**C ore Responsibilities and Deliverables**

**F i nancial Management**:
- To deliver the programme and projects within budget.
- To comply with Council financial policies and requirements.
- To identify and propose opportunities for innovation, commercialization, cost savings, cost recovery or income generation.
**C ustomer Relationship**:

- To manage the programme and projects in accordance with service standard
- To monitor and act upon customer feedback to improve customer experiences and to meet or exceed customer satisfaction.
- To develop effective working relationships with customers impacted by project activity.
**Operational Effectiveness and Compliance**:

- To manage project activities and ensure delivery of tasks in accordance with HR policies and practic
- To assist the Service Manager to achieve continuous improvement to improve the effectiveness of activity and services.
- To ensure the compliance with all council policies in relation to Health and Safety and Information Governance.
- Escalate risks and issues which may impact any aspect of performance or the council's reputation.
**Organisational Capability and Growth**- To support the Service Manager to develop the project management capability across the Coun
- To deliver programme and project activity in accordance with the Council's agreed performance management approach.
- To take personal responsibility for personal development including any Continuous Professional Development.
