- The Strategic Command (UKStratCom) Safety Centre is looking for an enthusiastic, motivated and experienced individual to fill the role of Chief Environment Safety Officer (CESO) and head up the CESO pillar of the newly formed UKStratCom Safety Centre.
- The CESO post provides advice on and assurance of compliance with HS&EP statutory requirements. CESO will also provide guidance, liaising with both statutory and Defence Regulators on compliance with statutory and Defence Regulations.**Job description**:

- The UKStratCom TLB (Top Level Budget) is one of the 4 Military Command TLBs operating in the UK and overseas, including locations in Cyprus, Gibraltar, South Atlantic, etc. The purpose of the Safety Centre is to enable UKStratCom to deliver its outputs whilst protecting Health, Safety and the Environment. This is achieved through the provision of professional HS&EP advice, training and support to Business Units, Heads of Establishment and managers throughout the TLB. The Safety Centre also provides Commander UKStratCom and his Executive Committee with HS&EP assurance through audit and regular performance monitoring and reporting.- CESO UKStratCom is the appointed specialist Health, Safety & Environmental Protection (HS&EP) lead for UKStratCom and has the responsibility for maintaining a team of competent specialist HS&EP advisors to provide advice and support to Commander UKStratCom and the Command Board; the UKStratCom Audit Committee; UKStratCom HS&EP Committee; UKStratCom Executive Committee (ExCo); High Level Budget (HLB) Holders; Permanent Joint Operating Base (PJOB) Commanders; Commanding Officers/Heads of Establishment; and all UKStratCom staff and line managers.
- The CESO post provides a unique opportunity to join the newly formed UKStratCom Safety Centre and be the lead for Occupational HS&EP across the TLB.
- The post is advertised at 37 hours per week and is intended to be full-time and therefore part-time or job share can only be considered if full-time cover can be achieved.**Responsibilities**:

- In particular CESO will be responsible for:

- 1. Supporting the Head of the UKStratCom Safety Centre in providing the Commander, ExCo, HLB Holders, Heads of Establishment & other Senior Staff with professional advice on HS&EP, thereby meeting the legal requirement to have access to competent support.
- 2. Developing and directing the CESO Team programme of work to support Hd Safety Centre in the delivery of TLB’s objectives based on MOD and TLB HS&EP policy and as set out in UKStratCom Command Plan and ExCo priorities.
- 3. Producing and maintaining UKStratCom HS&EP policies, Standard Operating Procedures, and strategies to ensure compliance with statute, MOD policy (Joint Service Publication (JSP) 375 & JSP 418, et-al) and any Defence regulatory requirements that fall outside of the ‘functional areas’.
- 4. Contributing to quarterly performance & assurance reports produced by the Safety Centre for the UKStratCom ExCo.
- 5. Contributing to TLB Annual Assurance Reports by collating HLB HS&EP returns and providing a consolidated report to Hd Safety Centre.
- 6. Promoting a positive HS&EP culture through the development of an effective TLB-wide HS&EP community and maintaining close links with HLB Advisors.
- 7. Institution of Occupational Safety and Health (IOSH) Training Licence Holder for the TLB. Responsible for ensuring that IOSH Managing Safely, IOSH Risk Assessment and Safety for MOD Senior Executives courses are delivered to UKStratCom & Head Office (et-al) personnel and online courses are maintained/developed.
- 8. Maintaining and supporting the TLB HS&EP audit programme and ensuring that routine HLB HS&EP audits are undertaken in accordance with that programme (UK and Overseas). Auditing will necessitate some travel both in the UK and overseas.
- 9. Reviewing HS&EP incidents to ensure appropriate investigation is conducted and lessons identified and shared.
- 10. Representing TLB at HS&EP meetings and working groups (e.g. Director HS&EP/CESO engagement meetings, etc.).
- 11. Maintaining liaison with other TLB CESOs, HLB Advisors, Safety Centres, Dir HS&EP, etc.
- 12. Occupational HS&EP lead to the TLB HS&EP community.
- 13. Providing CESO support to Head Office, Defence Business Services, Defence Safety Authority & Ministry of Defence Police via a Customer Supplier Agreement (CSA).
