About the job

**Summary**:
Communications data (CD) is the ‘who’, ‘where’, ‘when’, ‘how’ and ‘with whom’ of a communication, but not what was written or said, and includes information such as the identity of a person subscribing to a telephone service.

It is an essential tool for public authorities to investigate crime, keep children safe, support or disprove alibis or tie a suspect to a particular crime scene, among many other things.

Sometimes CD is the only way to identify offenders, particularly where offences are committed online, such as child sexual exploitation or fraud.

CD is used in 95% of serious and organised crime prosecutions and has been used in every major counter-terrorism investigation over the past decade.

Over 600 public authorities and institutions have investigatory powers, including law enforcement bodies, prisons, local authorities and other government agencies.

As part of this, the Office for Communications Data Authorisations (OCDA) was established under the Investigatory Powers Commissioner to independently consider and authorise requests to access CD by relevant public authorities.

**Job description**:
This exciting role will see the post-holder working to OCDA’s Head of Knowledge and Information Management (KIM) to support with the delivery of critical work to ensure the organisation is and remains compliant with data protection legislation and with various duties particularly aimed at data and records management.

The post holder will have previous experience working in a data protection environment and may have some data protection qualifications. They must be willing to complete the necessary data protection training to develop their knowledge in this area. They will have excellent written and oral communications skills, be well organised and pay attention along with an eye for detail.

**Responsibilities**:
Specific responsibilities will include (but are not limited to):

- Become one of OCDA’s Data Protection Practitioners (DPP) to support senior management and security lead in implementation and maintenance of practical and effective privacy and data protection compliance within OCDA, balanced with service delivery (training to be provided).
- Liaise with the Office for the Data Protection Officer (ODPO) which is part of the Home Office, seeking necessary input from OCDA management and operations as needed.
- Support investigations and liaising with ODPO as needed in accordance with OCDA’s Errors and Security Breach Procedure.
- Support senior management and security teams during data protection compliance audits and investigations by ODPO and/or the supervisory authority.
- Co-ordinating and delivering briefings, updates and training for staff on data protection compliance.
- Respond to queries about data protection from OCDA staff, from own knowledge, and when necessary seeking additional advice and guidance from other DPPs, OCDA legal adviser or ODPO.
- Advise on avoiding and mitigating privacy and data protection risk and ensuring risks are captured in OCDA risk registers.
- Manage process to respond to Individual Rights and Subject Access requests to OCDA.
- Drafting and supporting the implementation of data protection and related policies and procedures, including assisting staff undertaking Data Protection Impact Assessments.
- Raising the profile of privacy and data protection compliance within OCDA by circulating all staff bulletins on relevant issues, with reminders and updates.
- Collaborate with DPPs in OCDA’s sister organisation, the Investigatory Powers Commissioner’s Office (IPCO) on matters of common interest, to improve consistency of practice across organisations.
- Complete annual review and where needed update personal data inventories (liaising with Information Asset Owners), Privacy Information Notices, OCDA retention schedule, documentation on processing activities, etc.
- Secretariat responsibilities for OCDA / IPCO joint meetings, including agendas, action logs, minutes.
- Supporting OCDA’s Head of Knowledge Management to maintain accurate and up to date records of the information held within the organisation.
- Use analytical capabilities in support of operations; manipulate data sets to solve strategic analytical challenges and provide support to operational managers
- Utilise information from a variety of sources to discover emerging trends, develop intelligence and identify opportunities for an operational response.
- Collating, analysing, and reporting system data to Head of KIM.
