An exciting opportunity has arisen to join our Highways and Transport Operations Services.

**About the Role**

As Head of Service, you will be responsible for the overall management, transformation and performance of the Assisted Transport Services.

The service is responsible for the end-to-end process of assessing, arranging and monitoring assisted transport for over 7,000 eligible customers, including pupils traveling to mainstream schools, children with SEND and adults in receipt of social care.

This is an exciting and varied role, the postholder will need to visibly lead, transform and manage several high performing teams, developing and redesigning policies and processes that can respond to the increasing pressures demanded of the service - including responsibility for the Council’s own internal fleet.

They will be accountable for ensuring the service fulfils all relevant legislation, statutory duties and responsibilities and operates efficiently, safely and cost effectively at all times.

In their role as a member of the leadership team, the postholder will champion innovative changes in practice and will inspire, enthuse, motivate, challenge and support their workforce to deliver improved service performance and outcomes. Strong communication and engagement with stakeholders will be key to driving forward change and achieving success.

**About You**
- experience of making a significant contribution at a senior level in local government, or other relevant complex and diverse organisation(s), promoting and delivering a range of key strategic and frontline services innovatively and within budget.
- A substantial track record of working and managing successfully at a senior level, including strategy, policy and procedures development & implementation, managing complex budgets, resourcing, motivating & developing teams, managing change & performance improvement.
- experience of managing and delivering complex transformation programmes of work, ensuring they are successful in delivering to time, cost and quality
- evidence of having delivered effective performance measures and a performance culture that achieves objectives and drives up performance standards
- knowledge and understanding of the requirements of the Highways and Transport legislation and associated legislation
- the ability to effectively plan delivery of the service, through strong use of data, analysis, feedback and business intelligence to allocate resources that support the present and future needs of the service and identifies new opportunities and risks.
- the ability to establish effective and productive working relationships with elected Members, commissioned services and other key stakeholders.
