Procurement Lead

The Public Sector Team at Macildowie is excited to be partnering with South Kesteven DC, a commercial and forward thinking East Midlands based Local Authority, in their drive to recruit a permanent Procurement Lead to join the team.
Based in a convenient location with great transport links (just off the A1, A52 and a main stop on the East Coast train line), this role will report into the S151 Officer and focus on identifying opportunities to deliver improved value from existing contractsand to determine the procurement opportunities of the future. The post holder will collaborate with the wider business and help the organisation improve and ensure effective allocation of resources
The key duties are:
Develop and implement an approach to procurement that facilitates local participation, builds strategic partnerships and strengthens the ongoing contract management as well as the strategic position of the Council against others.
Develop and manage regular reporting to include spend reports, compliance reports and key trend analysis to maximise opportunities and direct the future activities of the Council.
Analyse and interrogate various data sources and provide analysis of trends in a user friendly format to impact future planning and enable better decision making in order to improve the Council's buying power in the market to its full advantage
Regular benchmarking of the council's provision against others to ensure consistency and best value.
Proactively identify continuous improvement opportunities to create income streams for the Council
Work with the external procurement partner and internal stakeholders to accurately maintain the contract register and to record/monitor the spend.
Provide advice and guidance to managers and staff to ensure effective contract management and value for the organisation
Provide professional support to specific projects to ensure that procurement options are built into the commissioning phase and are effectively managed to deliver the best value.
Support the learning and development of the wider teams through delivering training on effective procurement and contract management.
Develop tools and reports to improve visibility of activities and to support the ongoing identification of future opportunities
Key requirements:
CIPS active membership with evidence of CPD (Qualified or part qualified)
Ideally a strong commercial background with experience in contract management, commissioning and change management.
Public Sector experience would be highly beneficial, particularly knowledge of procurement in a DLO, Leisure industry or over large spend areas.
Experience of working in procurement at a senior level.
Experience of negotiating and influencing senior stakeholders.
Experience in interpreting commercial and legal aspects of complex contracts and also manipulating and analysing performance data
Is proficient in the use of MS Office especially MS Excel. Is experienced using a wide range of databases.
Has excellent leadership and communication skills with a can-do flexible attitude as well as the ability to work as part of a team to achieve organisational objectives.
