Associate Director of Procurement

Liverpool University Hospitals NHS Foundation Trust are seeking a highly experienced procurement professional to lead the procurement function within the Trust.
The Associate Director of Procurement provides strategic management and leadership to the Liverpool University Hospitals NHS FT and Liverpool Women’s NHS FT.
The postholder will ensure the Trusts maximise value for money from all procurement activities, comply with internal governance requirements and relevant legislation, whilst balancing the demands of service delivery in a dynamic, multi-site healthcare setting.
The Associate Director of Procurement will provide expert strategic advice to the Trusts on all procurement and supply chain matters, the achievement of financial savings and value for money for the goods and services the organisations procure.
The postholder will also be expected to play a key role in collaborative procurement activities within the Integrated Care System (ICS), as a senior leader, stakeholder and contributor to the strategic development of procurement within the ICS.
- Lead the establishment of Procurement capability and ways of working.
Set the overall commercial vision and strategy for the organisation, focused on the strategic objectives; enhancing quality, productivity and value for money.
- Develop and own the strategic procurement roadmap, aligning to the national procurement agenda, through the implementation of strategic activities (such as category/market management, governance, people & skills, data & technology, supply chain management and sustainability)
- Develop and deliver commercial strategies requiring supplier innovation, senior stakeholder engagement, and market building/shaping
- Employ effective leadership, communication, negotiation and influencing skills to drive effective cultural and technological change across large and complex organisations
- Lead an organisation-wide procurement leadership team, comprising of category leads and managers, data and technology leads and clinical leads.
- Provide strategic direction and act as a credible figurehead and focal point of contact for key stakeholders (for commercial and procurement issues).
- Build strategic relationships nationally, commensurate with being a senior leader within the NHS.
- Drive and challenge each key working relationship to innovate and drive reform to achieve agreed objectives.
- Represent the Sector in sensitive and political situations
Liverpool University Hospitals NHS Foundation Trust was created on 1 October 2019 following the merger of two adult acute Trusts, Aintree University Hospital NHS Foundation Trust and the Royal Liverpool and Broadgreen University Hospitals NHS Trust.
The merger provides an opportunity to reconfigure services in a way that provides the best healthcare services to the city and improves the quality of care and health outcomes that patients experience.
The Trust runs Aintree University Hospital, Broadgreen Hospital, Liverpool University Dental Hospital and the Royal Liverpool University Hospital.
It serves a core population of around 630,000 people across Merseyside as well as providing a range of highly specialist services to a catchment area of more than two million people in the North West region and beyond.
