RSR Public Safety are currently recruiting on behalf of our policing client based in Staffordshire for a Senior Purchasing Officer.

This is a full time, fixed term contract for 10 months (maternity cover) and offers a salary of £ 27,690 - £ 33,348 pro rata.

**Main Duties**:

- Maintain an organisational preferred supplier listing and where new suppliers are required there are appropriate vetting arrangements in place to ensure suitability.
- Oversee activity volumes with suppliers and build effective supplier relationships with appropriate suppliers to ensure the client is exposed to relevant prices and quality.
- Ensure there are appropriate terms and conditions in place for all suppliers that meet the needs of the client as appropriate.
- Work with managers across the business to ensure catalogues within the system address business need. To promote the use of catalogues and purchase orders.
- Review all none purchase order activity to identify why a purchase order was not used and work with managers to improve compliance.
- Have oversight of the scheme of delegation (approval hierarchy), ensuring it is maintained and fit for purpose.
- Provide appropriate purchasing management information to managers to support commercial decision making.
- Actively work with Commercial Business Partners and Finance Business Partners providing them with relevant purchasing information to support their roles and drive value for money through the Directorates.
- Coach, support and develop the Purchasing Assistant in role.
- Undertake other duties commensurate with the nature, level of responsibility and grading of this post, as required.

**Essential Requirements**:

- A grasp of Force Financial Regulations and Policies and an understanding of wider accounting regulations
- Relevant understanding of supply chain management and a purchase ordering system.
- Demonstrate a track record of providing a high quality, customer focused financial service.
- Ability to build effective working relationships at all levels of the organisation
- Effective interpersonal skills.
- High level of communication skills.
- Ability to challenge manager and external suppliers.
