Department for Education (DfE) is responsible for children’s services and education, including higher and further education policy, apprenticeships, and wider skills in England. We work to provide children’s services and education to ensure opportunity is equal for all, no matter what their background or family circumstances.

The Corporate Assurance Team is part of Operational Finance and oversees the grant regularity assurance framework across general grants. With a significant general grant annual budget, it needs to ensure the Department operates within a robust assurance and control framework, through which we can both manage and assure spend, mitigate risks and drive value for money in the use of public funds.

DfE is the largest grant making department across government.

**The role**:
The post-holder will work as part of a team to assure the regularity of DfE’s revenue grants as part of the second line defence function and will work collaboratively with Grant Manager’s to evidence the consumption of grant funding to the NAO as part of their audit of grants.

**As a Grants Assurance Advisor, your main responsibilities, at this point in the annual cycle, would be**:

- Working with the NAO grants regularity transaction sample to review evidence provided by grant managers and to support GM’s responding to NAO’s audit queries. This will require the successful applicant to communicate with grant managers effectively, explaining in non-financial terms what is required to avoid misunderstanding over technical language. You will then review the information and evidence to assess whether it has answered the NAOs questions, going back where necessary.
- Support the team on identifying and undertaking any further assurance activities required on high-risk grants to support DfE’s own assurance statements to the Permanent Secretary and Audit and Risk Committee. This will include reviewing the sampling and other assurance activities undertaken by the Grant Managers.
- Reviewing year end independently audited statements (or self-certifications for Local Authorities) received for grants and ensuring these agree to ledger records identifying any gaps and issues.
- Where gaps or weakness in assurance arrangement are identified, the team will work in conjunction with the Grants Business Partners to provide advice and support to grant managers to develop these arrangements.
- Support the team in rolling forward the Grants Register for 2023-24 which includes updating finance records to show current year budgets and forecasts and commissioning grant managers to provide any updates to other questions and documents (such as new grant offer letters).

**You’ll have relevant experience in**:

- Part qualified or qualified CCAB/Auditor
- Knowledge of financial controls, audit, and assurance.
- Ability to examine evidence to verify that funds have been spent as intended and in compliance with MPM.
- Collaborative working on grants assurance related issues with a range of stakeholders, including Financial Governance, Grants Business Partners and policy teams (and in some cases grant recipient organisations).
- Ability to support the NAO/Auditors with audit queries, ensuring they receive evidence that meets their requirements.
- Ability to communicate well and provide expert advice and support to stakeholders on financial control matters.
- Excellent time management and organisational skills to support delivery.
- Ability to identify weaknesses in assurance arrangement and arrive at possible solutions for improving processes and controls.
- Previous audit experience, though not essential you will need to be numerate and financially literate.
