**Job summary**:
Since launching a new Counter Fraud strategy last year, HSE has made progress in more proactively managing the risks of fraud, bribery and corruption, taking action where it’s needed. We’re looking for someone who will help us to implement further improvements and embed the strategy as we seek to address the risks in a restless and innovative way.

This is an opportunity to work with HSE’s counter fraud lead and other senior leaders and to personally develop expertise in an area which is recognised by government as strategically important.

**Job description**:

As we seek to comply with the requirements of Government’s counter fraud functional standard in a proportionate way, we’ll be looking to be innovative but it’s also important that we work with other government bodies so we are aware of good practice elsewhere that we can use or emulate. This will include the newly established Public Sector Fraud Authority.

You will support HSE’s Counter Fraud lead to ensure HSE’s Counter fraud, bribery and corruption strategy remains fit for purpose, developing a framework of compliance and assurance checks. It is a ‘hands-on’ role that involves working with colleagues across the organisation and liaising with risk owners and Risk and Assurance functional leads and the wider business as we look to establish new ways of obtaining assurance that tell us whether the controls that mitigate risks of fraud, bribery and corruption are working. You will improve and embed the framework for delivering this and will have the opportunity to report to HSE’s most senior committees.

You will also be expected to become an active member of the civil service counter fraud network, led by Cabinet Office, thus helping HSE learn from others in order to increase fraud detection and prevention measures.

You will be responsible for:
A) Maintaining HSE’s Counter Fraud, Bribery and Corruption Strategy, ensuring that it remains proportionate and in line with current good practice across government and elsewhere. To enable this, you will liaise with other fraud professionals and government bodies.

B) Developing, implementing, monitoring and reporting on annual action plans to take forward the Strategy.

C) Developing HSE’s approach to detecting fraud, bribery and corruption in high-risk areas. This will involve:

- Facilitation (for example, leading HSE’s participation in the National Fraud Initiative, which requires colleagues to undertake work to assess potential matches);
- Working with multi-disciplinary teams across the organisation, often at senior levels to provide support and advice in identifying and documenting the controls in place to prevent and detect FBC;
- Developing and implementing an appropriate level of compliance checking to assure these controls are operating effectively

D) Development and implementation of a proportionate, multi-year plan for assurance activity as a second line function to assess whether prevention and detection controls are operating effectively. This will involve working closely with HSE’s existing Corporate and Regulatory Assurance teams as well as with our Internal Audit provider.

E) Monitoring HSE’s compliance with the Counter fraud functional standard.

F) Developing and reporting on an appropriate suite of outcome-based measures and indicators which are refreshed annually.

G) Owning and maintaining relevant policies (e.g. Fraud response plan) and the functional standard and supporting these with effective communications with the organisation.

H) Providing secretariat support for meetings of HSE’s Fraud Steering Group (comprising senior leaders) and provide updates about counter fraud activities at this forum and others. This will include preparing reports to include the success of measures we have put in place and outcomes to HSE’s Executive Committee and Audit, Risk and Assurance Committee.
