**The role**

The Youth Offending Service (YOS) Early Help Coordinator will plan, develop, and ensure effective delivery of all Out of Court disposals and Turnaround provision within Essex Youth Offending Service, in line with Home Office and Ministry of Justice Guidance as well as National and Local Standards.

The Early Help Co-ordinator will work closely with the YOS Early Help Team Manager, to develop a robust, early help offer which takes a whole family, strengths-based approach, to ensure positive outcomes for children on the cusp of entering the formal criminal justice system, through effective, targeted support.

The role will be expected to work proactively and collaboratively with partner agencies such as Police, Children’s Social Care, CAMHS, and restorative justice practitioners to ensure that decision making for children via the multi-agency Out of Court Disposal panel is evidence-based, defensible and victim-led. The role will ensure that support via the Turnaround programme is targeted to assess and address the underlying needs

**Accountabilities**
- Contribute to the effective delivery of both Out of Court Disposal panels, and the Turnaround programme for Essex Youth Offending Service. The post holder will be a source of expertise in respect of Out of Court Disposals (OOCD) and the YOS Early Help offer within the service and will serve as the ‘front door’ for referrals into the out of court disposal panel and Turnaround, with the ability to identify and divert appropriately at the earliest opportunity.
- Ensure accurate recording of case work, including recording service users’ data and other personal and sensitive information in line with the Data Protection Act (GDPR, 2018), and be willing to embrace new technology and processes to improve the service.
- Responsible for undertaking comprehensive checks for every young person being discussed on a weekly basis at Out of Court Disposal panels. This will involve the interrogation of the Children’s Services database (including liaison with out of area authorities), liaison with Police, Social Workers, CAMHS, substance misuse workers, education providers and other relevant agencies with appropriate consent.
- Attend regular team meetings with YOS staff across the county, alongside the locality OOCD champions within field teams to support and advise, and to share best practice with other Youth offending Service’s locally and nationally.
- Write and deliver, in collaboration with the YOS Early Help Team Manager and Essex Police Youth Justice Team, a range of training workshops within the YOS, to Police and relevant partner agencies to contribute to staff development and ensure an informed and collaborative partnership approach to achieve joint objectives which ensure the best overall outcomes for the people of Essex.
- Responsible for highlighting and reporting issues as appropriate, to safeguard a child, with a good understanding of safeguarding policies and procedures.
- Specific individual and shared targets and objectives are defined annually within the performance management framework.

**What experience you will bring**
- Educated to foundation degree level or equivalent by experience (minimum 2.5 years working within the field of youth justice) and evidence of continued professional development and expert knowledge in relevant professional area.

- Excellent engagement skills with a demonstrable ability to communicate and collaborate effectively with colleagues and service users.
- A clear understanding of early help services and early interventions, values, and principles with proven knowledge and understanding of safeguarding children and young people.
- Excellent understanding of both ‘strengths based’ and ‘outcomes focused’ work, with a demonstrable knowledge of appropriate and effective evidence-based problem-solving interventions with children, young people and families, and the skills to support staff in developing these where needed.
- Proven ability to work within an evidence-informed framework, with knowledge and understanding of criminogenic factors, causing young people to offend.
- Experience of working in a multi-agency environment and confidence to challenge other views and perspectives.
- Ability to demonstrate successful outcomes, with strong organisational skills.
