**The role is mostly site based also office.**

Highway Technician, dealing with utilities works inspections, defects, FPNs, Major works, permits, traffic management site meetings etc. Be familiar with the national permit scheme performing a variety of permit coordination, site meetings, site inspections and various administrative duties for the Highway Network Coordination team. A familiarity of licencing and TTRO are useful but not essential.

Key Responsibilities:

- Undertake the inspection, recording and reporting of highway infrastructure, surface defects and street works in accordance with codes of practice, associated highways legislation, street works legislation including The Traffic Management Act and best practice on highway maintenance.
- Assist in the enforcement of infringements of highways, street works and other related legislation including attend at court on behalf of the Council and to give expert evidence on these matters in Court of Law.
- Take immediate action on site to ensure public safety and compliance with all legalisation during emergencies and local Council initiatives. Identify and report all street furniture defects, including lighting columns and other electrical signs and bollards, damaged non-electrical signs and bollards and cycle stands, guard-rails, street nameplates, highway seats, and road markings, blocked gullies, carriageway ponding, associated drainage problems, street trees, planting and soft landscaped areas.
- Be familiar with the use of handheld electronic data capture equipment and other methods of data capture and to be able to use a computer and to understand the associated software packages and programmes
- Undertake supervision of minor highway works including construction or improvements of dropped kerbs, pedestrian ramps and vehicle crossovers.
- Undertake annual condition surveys and identify and recommend a list of footways and carriageways for possible inclusion in the Council’s annual major planned maintenance programme.
- Inspect as and when required footways and carriageways adjacent to new development sites and complete and agree schedule of condition before the start of building operations.
- Provide, in the event of recharges to parties responsible for any highway property damage, all necessary information with respect to the recovery of the cost of repairs and remedial measures carried out.

Qualifications:

- NRSWA Supervisors Certificate. Training in Microsoft Office and other IT systems.A Full and Clean Driving Licence

Knowledge:
Good knowledge of new materials, developments and methods in highway maintenance.
- Good knowledge of relevant legislation and statutory responsibilities.Basic knowledge of engineering contract documents.Have an awareness of Customer Care concepts.

**Experience**:
Experience and knowledge of highway maintenance methods, practices and construction techniques.
- Evidence of previous, relevant experience in working as a Highway Supervisor / Street works inspector preferably in a local government setting. in managing budgets.A sound educational background with a proven record of continued professional development.

Skills & Abilities:
Possess good communication skills both written and oral.
- Should possess IT skills including the ability to use Microsoft and bespoke software packages, e.g. digital handheld inspections equipment.
- Ability to manage site staff and to work unsupervised
- Ability to work on own initiative and to prioritise workloads against deadlines.
- Sufficiently literate and numerate to undertake administration relating to inspection and contract duties.
