The responsibilities for the Department for Energy Security & Net Zero for 2023 are as follows:

For 2023, our priorities are:

- Ensure security of energy supply this winter, next winter and in the longer-term - bringing down energy bills and reducing inflation.
- Ensure the UK is on track to meet its legally binding Net Zero commitments and support economic growth by significantly speeding up delivery of network infrastructure and domestic energy production.
- Improve the energy efficiency of UK homes, businesses and public sector buildings to meet the 15% demand reduction ambition.
- Deliver current schemes to support energy consumers with their bills and develop options for long-term reform to improve how the electricity market works for families and businesses.
- Seize the economic benefits of Net Zero, including the jobs and growth created through investment in new green industries.
- Pass the Energy Bill to support the emerging CCUS and hydrogen sectors; to update the governance of the energy system; and to reduce the time taken to consent offshore wind.

**Job description**:
This is an exciting opportunity to work in a fast-paced emergency response team in the new Department for Energy Security and Net Zero. As a Watchkeeper in the Emergency Response Capabilities and Operations team (ERCO), you will be working with a wide range of critical sectors and senior officials. We work on live, high-profile issues and emergency responses, whilst also building capability across sector teams, and supporting the wider team so it can effectively carry out its work.

This role would be ideally suited to an ambitious individual, looking to build their career in government, with an interest in risk management and emergency response.

ERCO coordinates teams across the department to prepare for, mitigate and respond to emergencies. Recent examples include Russia / Ukraine and fuel supply shortages.

We actively monitor risks and emerging threats, and work with colleagues across Whitehall on these. In addition, ERCO is responsible for ensuring the Department has cross-cutting capabilities (e.g. training and exercising) across its diverse range of risk areas.

SC security clearance, or a willingness to undergo SC security clearance, is essential for this role.

This typically requires 3 years residency in the UK and UK National Status. Applicants must meet these requirements and be willing to undergo the SC process, which can be completed in post. (Please contact the vacancy manager if you are unsure whether you meet these requirements).

**Person specification**:
- Horizon scanning for emerging risks, and working with sectors across the department to understand their risk landscape;
- Management of the Emergencies Inbox and alerting the team of emerging incidents;
- Managing the Emergency Operations Centre to support emergency responses and ensuring that the facility is fit-for-purpose, including leading on enhancing its capability (an understanding of IT is not essential, but desirable);
- Supporting the coordination of the department’s response to major incidents by liaising with appropriate teams, developing briefings, and managing action logs and mailboxes;
- Maintenance of the on-call rota and emergency directory of contacts to ensure that emergencies can be effectively responded to;
- Working with the electricity and gas industries to ensure their staff receive the correct level of security clearance;
- Being a core part of cross-Government programmes of work to mitigate some of the most significant risks
