Working for Adult Social Care Finance in Leicestershire

It's an exciting time to join Leicestershire’s Adults & Communities department. The department is committed to providing better outcomes for Leicestershire residents through improved working practises and the creation of an ambitious digital strategy for a more seamless customer journey across the finance pathway.

**The Team - what we do**:
Adult Social Care Finance sits within the Access & Digital portfolio of the department, supporting the successful delivery of Adult Social Care services. The service provides several functions to the residents of Leicestershire, generating income from chargeable social care services totalling £30+ million each year. The services cover Financial Assessment & Deferred Payment, Benefit Maximisation and Money Management (client managed finances via appointeeship and deputyship arrangements for people who are unable to manage their own finances or have no relatives to do this on their behalf).

**The Roles**:
We now have opportunities within these functions in ASCF. In these roles the postholders are responsible for ensuring that financial assessment, benefit entitlement, deferred payment scheme administration and appointee & deputyship functions are carried out for clients in receipt of care and support services in accordance with both national legislation (Care Act, Office of the Public Guardian Standards etc.) and local charging policy.

These are critical roles at the forefront of the service. You will be required to explain the paying for care process, support residents to use the council's online financial assessment tool and to actively identify barriers to residents making regular payments of social care charges.

For all of these roles we are seeking people who
- Have excellent people skills
- Articulate and able to communicate in a clear manner both verbally and in writing, in particular with at risk adults and their carers, in order to achieve desired outcomes
- Proven experience of delivering excellent customer service with an ability to work effectively both as an individual, and as part of a team
- High level of numeracy and literacy skills and experience of working in a job requiring accurate figure work
- Strong time management and organisational skills. An ability to handle multiple tasks while working to deadlines and maintaining a high degree of accuracy and organisation
- Strong computer literacy in particular MS Word, Outlook and Excel
- Enthusiasm
- The ability to travel to visit people at their home from time to time

Grade 9 £27,858 - £30,078 (fixed term for 6 months - with possibility of extension)

Grade 8 £24,501 - £26,850 pro-rata

**For our Team Manager role you will be/have**:

- Shaping the modernisation of the function, including the simplification of internal processes and delivery of self-service options, so managing people through change is imperative
- Helping our customers understand complex information and working with customers and staff to improve our information, advice and guidance
- Demonstrable people management and leadership experience - including managing performance on both an individual and team level, such as the creation and management of KPI’s and performance management dashboards
- Experience of examination, analysis, assessment and interpretation of a range of performance information
- Experience of dealing with complex casework and allocating work to ensure the throughput of work is managed to agreed service levels
- Proven customer service background with experience of conflict resolution, negotiation and diplomacy skills, including addressing complaints
- Ability to understand and interpret national legislation, policies and guidance so that cases are dealt with in a consistent and fair manner and LCC is compliant with national requirements
