An exciting opportunity has arisen for a Head of Repairs for a West London Borough Council
Overview
As Head of Repairs, you will be directly responsible for the day-to-day operational management and deployment of resources across the Repairs service. This role will ensure that the Repairs team are responsive to customer demands while contributing to the councils’key strategic aims and priorities, generate contract efficiencies, ensuring value for money, and being the first point of contact for operational escalation.Report to the Assistant Director for Repairs and head up the Repairs Client Team (approx. team of25) and line manage 3 senior managers.
Duties
- Lead, manage and develop the Client Team, in line with Council policies relating to Gas, Electric, Disrepair, Asbestos, CDM.
- Provide leadership, management, and direction to a team of multi-faceted professionally qualified staffmonitoring contractual and financial compliance and client satisfaction
- Provide leadership and strategic direction fordelivery of all services in line with the wider Business Plan.
- Work collaboratively with the Senior Leadership team to deliver continuous service improvement
- Manage all staffing activities within portfolio including day to day management, recruitment, staffing and budget management etc.
- Commissioning of contracts, service level agreements and partnerships
- Ensure contractual standards result in client and customer satisfaction
- Lead and control all operational service to ensure high quality delivery
- Lead and take responsibility for a range of commissioned services, accurate contract documentation, and evidence-based monitoring
- Lead on the production of contractual administration information from contract, quality monitoring and safeguarding responses.
- Contract Management - attend client meeting reviews and performance compliance meetings
- Work collaboratively with Council Service Leads and teams to ensure desired outcomes
- Deliver measurable improvements in contract delivery and value for money and support efficient and effective remodelling of the services and cost models.
- Ensure procurement of contracts and services in accordance with OJEU requirements
- Stakeholder Management - formally represent the Council in its relationship with corporate stake holders and key business partners at National and Regional events and forums.
- Lead on presenting performance management and contract compliance information at Boards,Strategic Board, Resident Forums and Scrutiny Panels
- Challenge areas of contractual non-compliance/under performance or low customer satisfaction
- Lead on issues relating to contractual and commercial commitment to safeguarding
- Respond to safeguarding alerts, undertake investigations
- Manage the performance of direct reports and ensure that performance management processes within the service are robust and effective.
- Research and interpret statistical data to determine contractual performance, review service delivery and understand levels of housing need and development requirements across the borough
- Write reports for senior management and Cabinet giving updates on the development of policy, service planning and service delivery and best practice
- Develop commercial and performance frameworks, incorporating service planning, monitoring of performance indicators and processes to coordinate quality systems
- Monitor and manage the performance of providers and directly employed service staff
- Reporting regularly on targets, objectives and performance, whilst exploring and exploiting opportunities to innovate and develop existing procedures, systems and processes
- Project managing the implementation of new technology
- To ensure that a programme of Quality Control/Quality Assurance are undertaken to all void properties and to a representative sample of completed works within the Repairs Contract.
- Analysing, diagnosing and providing solutions and supportive interventions to overcome problems
- Manage defined revenue budgets for the service area ensuring appropriate monitoring and profiling arrangements are in place, budget pressures are identified and mitigated
- To manage budgets within the resources available and in line with priorities and financial targets and in compliance with policies, financial regulations and standing orders of the Council.
- To ensure value for money is achieved from external and internal service providers and partners through the use of appropriate contractual and service level agreements.
- To identify improvements to contractual arrangements and models to improve service quality and maximise value for money, in order to deliver substantial Social Return on Investment and opportunities for income generation.
- To deliver savings to meet the requirements of the medium term financial strategy

About You
- Experience working for a local authority/ borough council advantageous/ housing association
- Experience in Contract Management
- Experience of managing a Repair and Voids or similar service
- Qualification in leadership and Management e.g. DMS or MBA
- Qualification in Health and Safety e.g. SMSTS
- Mangement of diverse workforce and functions including managing contractors, social housing projects
- Implementing structures and procedures
- Capital and revenue budget and resource management
- Project management
- Housing systems, environments and processes

Professional qualification RICS/CIOB or equivalent
Clean Driving Licence
