**CSHR Overview**

The Civil Service HR (CSHR) function comprises colleagues working in Human Resources and Learning and Development across all government departments, agencies and non-departmental public bodies (NDPBs). The central CSHR team in the Cabinet Office is led by Fiona Ryland as Government Chief People Officer and Head of HR Function and Profession. CSHR is accountable for cross-Civil Service HR policy, the provision of expert HR services, and is the centre of the Civil Service HR Profession and Function

**Job description**:
The HR Functional Strategy, Capability and Talent team is part of the wider HR Functional Management team, sitting within CSHR. The Civil Service operates a functional model, with strong leadership and continuous improvement of the cross-departmental corporate functions. The post holder will lead on delivering this agenda for the Civil Service HR function, working closely with the Government Chief People Office, Director HR Functional Management and departmental HR Directors to improve effectiveness, efficiency and capability across the HR system and functions.

**Key Responsibilities**

Responsibilities will range across the following areas of work and vary according to priority:

- Draft, launch and embed a long-term strategy for the Civil Service HR Function to 2025;
- Advance the Assessment & Accreditation agenda across Government to ensure HR has a ‘licence to operate’ model.
- Horizon scan and identify and develop options for appropriate capability and talent initiatives.
- Developing existing strategies, approaches, tools and products; commissioning new ones via commercial routes; evaluating and adopting approaches used by other functions. Ensuring that commercial frameworks are renewed at the right time and ensuring approval / payment of commercial arrangements
- Build and manage relationships with internal and external stakeholders (including professional bodies) and especially cross-functionally, to understand emerging trends and influence and provide strategic insight on developing the HR Function;
- Provide Secretariat and strategic direction to the cross-Civil Service People Impact Board, CSHR Profession Board and Heads of HR DD and G6 / 7 Talent Forum;
- Lead on drafting on the strategic agenda for the Function, including senior board papers and briefings;
- Design, deliver and evaluate capability and talent activities including HR Success Profiles, Capability Based Pay, and development of HR Fast Stream (HRFS) in line with the HRFS reform 2024.
- Build relationships with HR apprenticeship suppliers and represent the HR profession in all apprentice related matters, including contract work and wrap around support for learners;
- Strategic design, management and oversight of the delivery of the annual functional talent moderation process at G6/7 - SCS1, and associated deployment and succession planning activities;
- Support delivery of the diversity and inclusion strategy for the HR Function;
- Lead and assure the HR Function’s response to Ministerial recommendations, for example on professionalisation of the function via assessment and accreditation and convergence with Global HR Design and the government standard for the HR Function

**Essential skills and experience**

The role is at the heart of the HR Function and the landscape changes quickly: we need someone organised and adaptable, who can work agilely and prioritise in line with strategy and ministerial commissions as well as operating, delivering and leading in ambiguity.

We are looking for the following essential skills/experience:

- Experience of developing organisational and individual capability across Government and managing talent systems;
- Excellent leadership skills, role-modelling proactive, customer-focused, collaborative and inclusive leadership to drive the strategic agenda across Government;
- Commercial acumen with demonstrable experience of engaging with commercial and external suppliers to deliver new products via commercial routes. Experience of managing commercial frameworks and contracts, to ensure renewal at the right time and approval
