**OVERVIEW**:
Elrha is inviting proposals for a Learning Partner to help us develop our approach to Value for Money for Humanitarian Innovation. The learning partner will work closely with Elrha (Humanitarian Innovation Fund (HIF) and MEAL teams) and a cross-section of current and former HIF grantees to co-develop a methodology that is tailored to humanitarian contexts and can be applied at different stages of the innovation journey.

**Objective**:
Specifically, we expect the learning partner to:

- Develop a proposed methodology, based on the work and reflection already undertaken by Elrha, and drawing on current reflections in the wider sector;
- Validate the methodology through facilitated consultations with the grantees group;
- Finalise the methodology based on the feedback received.

**Timeline**:

- **Proposal Submission Deadline**: May 19, 2024
- **Interviews with shortlisted bidders**: week of May 27, 2024
- **Contract Award**: June 17, 2024

**Selection Process**:

- **Proposal Requirements**: Submissions must include a completed proposal form, detailed budget breakdown, and a non-collusive proposal certificate.
- **Evaluation Criteria**: Proposals will be assessed based on the clarity and feasibility of the proposed approach, the expertise and experience of the proposed team, and the overall cost-effectiveness of the proposal.
