**OVERVIEW**:
In July 2020 we launched a Challenge to increase the meaningful participation of people with disabilities and older people in humanitarian action. For this Challenge we sought “innovative mechanisms to increase the meaningful participation of people with disabilities and older people in humanitarian action, and innovative ways of assessing the effectiveness of these mechanisms.”

We funded two projects to develop mechanisms to increase the meaningful participation of people with disabilities and older people in humanitarian action, and supported them to measure the effectiveness of their interventions.

Through this Challenge we had the intention to move beyond the rhetoric of participation and towards implementing practical, inclusive, and ethical approaches to participation. As part of their project, teams were supported to measure the effectiveness of their mechanism in order to understand if meaningful participation has been achieved. We believe that sharing our learning about this process and the outcomes of the projects has value for the wider sector, which is why we are commissioning a learning paper.

**OBJECTIVES**:
The purpose of the work is to communicate the successes, failures and learnings from the Measuring Effectiveness for Meaningful participation challenge cohort.

This assignment will consolidate and synthesise existing outputs into a public facing communication for the benefit of the wider sector - particularly humanitarian organisations implementing activities which seek to ensure the active and meaningful participation of people with disabilities and older people. The findings will also be used to inform Elrha’s future work in this area.

The objectives of the work are as follows:

- Synthesise and consolidate challenge outputs, and draw out learnings through triangulation with key stakeholders.
- Produce a suite of resources that can be used to communicate the successes, failures, and learnings from the Measuring Effectiveness for Meaningful Participation funded projects and the non-financial support provided by Elrha and external partners.

The outputs from this assignment will be used as a basis for presentations at relevant humanitarian and innovation conferences, network and learning events in 2024.

**TIMELINE**:
The intended start date is January 2024 and the period of implementation of the contract will be until April 2024.
