About the role
The Performance and Intelligence Team provides high quality data and intelligence from a diverse range of data sets to execute effective data analysis to inform, influence and shape policy making, strategy development and budget planning for the Council.

Our development plans include providing more proactive business intelligence, by being able to report on demand patterns, service utilisation trends and customer profiling, to identify ways of supporting our residents better and more efficiently. We are also exploring the implementation of modern self-service visualisation and analytics across the Council’s services.

The role of Place Information Officer will serve to ensure that key place and people demographic datasets are maintained and analysed, so that Members, Officers and the public uphold a good understanding of trends or interesting findings/outliers within the data affecting us a Local Authority.

The post will be responsible for assessing local data against national averages and chosen local comparators. It will also ensure that the latest information from national sources is brought together and geocoded to different levels of geography that allows data profiles to be built to support evidence-based decision making.

This post will also lead on the development and maintenance of the Local Insight Tool (Community Focused Geographical Information System) provided by the OCSI.

What will you be doing?
Your main accountabilities will be:

- To ensure that key datasets affecting the Council, particularly demographic and economic data are kept up to date and understood by the business.
- To produce demographic, economic and other key data reports to support strategic commissioners assessing future business and service development opportunities.
- To produce analysis reports on significant national datasets as released, including data produced by Office for National Statistics, NOMIS (National economic and workforce statistics) and Department for Communities and Local Government.
- To create targeted area profiles and geo-spacial products for service areas which allow Commissioning Managers to predict future demand and requirements for service delivery.
- Lead on the development and maintenance of the Local Insight Tool
- To monitor and respond to internal and external data queries raised in respect of the Local Insight Tool and other intelligence products we produce.
- To process new user requests and enquiries in respect of the Local Insight Tool.

About you
We are looking for colleagues who see the world through a data lens, are proactive, self-managing, curious and have a self-reliant approach to problem solving.

You will have knowledge of advanced excel, statistical analysis methodology, Power BI, GIS and be a power user of Local Insight Tool and LG Inform Plus. You will have knowledge of external place and people data sources and how to use them including ONS, Nomis, DWP stat Xplore, performance management and data intelligence and professional good practice.

Advanced literacy and numeracy skills are required. Critical thinking and problem-solving abilities are key prerequisites for this role as well as the ability to use, interpret and communicate ‘mathematical’ information.

You must be able to confidently use graphical, spatial and statistical concepts and have the ability to interpret that data to drive decision making at all levels; operational, tactical and strategic.
