**Category Specialist - Operations and Community Services**

7 Forces Commercial Services was established 2019 and is working across the Eastern Region (Bedfordshire, Cambridgeshire, Hertfordshire, Norfolk, Suffolk, Essex, and Kent Police Forces) to develop and implement successful collaborative procurement solutions to protect the front-line local delivery of policing.

This makes it one of the most ambitious police partnership programmes ever undertaken. This collaboration is responsible for third party spend of approximately £250m per annum, making the Collaboration the second largest police procurement collective after the Metropolitan Police, using its buying power to secure wider social, economic, and environmental benefits.

To enable the delivery of effective and efficient police services and provide support for victims in the eastern region by procuring and managing high quality, value for money contracts; number of fantastic opportunities have arisen for outstanding procurement professionals.

**The Role**:
Reporting into the Head of Category for the Operations and Community Services Team, if successful you will manage and co-ordinate procurements across Community Services and Operations for the Police & Crime Commissioners and Constabularies across 7 Forces within the Eastern Region providing expert commercial advice to a range of stakeholders. Undertaking procurement activities will include category plans, market research, shaping & development, procurement strategy creation, identification of new contract opportunities, tendering, implementation, and monitoring of procurement contracts across the 7 Forces as directed by the Head of Category.

**In addition, you will**:

- Lead and deliver ‘Strategic Critical’ & ‘Strategic Security’ procurements, within the Operations and Community Services allocated category
- Ensure the inclusion and promotion of sustainability concepts & innovation into all procurement projects undertaken.
- Ensure a commercial focus is maintained and value for money is achieved in accordance with legislative requirements, regional and national procurement strategies/policies and 7 Force Contract Standing Orders on all projects delivered
- Manage the sub-category pipeline of work across the 7 Forces, ensuring that procurement projects are appropriately allocated to direct reports, based on project value, risk and complexity
- Utilise category management practices to profile, benchmark, research and assess the market
- Manage and assist in the training and development of procurement specialists and procurement officers
- Promote the provision of a high quality, professional and customer focused commercial service to all customer departments throughout the 7 Forces
- Develop relationships with the Office for The Police and Crime Commissioners and other various stakeholders within the Constabularies to deliver high value and high risk contracts for the benefit of communities across the Eastern Region

**What will I need ?**

You will have good analytical skills, strong commercial acumen and extensive experience gained in the procurement area of commissioning community services within a public sector environment. You will be well
- organised with robust time management, analysis and project management skills and the ability to travel as required throughout the 7 Forces.

**Key requirements for the Category Specialist role**:
**Essential**:

- The post holder will be able to demonstrate significant experience and technical knowledge by having worked as a leading Procurement or commissioning professional in the area of Community Services and / or Operational Services for a complex, public sector organisation with strong understanding of PCR 2015 including use of the Light Touch Regime.
- At least 5 years’ experience in a Commercial or Commissioning role within public sector
- Experience of managing or supervising individuals or a team, preferably within a collaborative environment across a number of locations.

**Desirable**:

- The post holder will hold (or be working towards) MCIPS Level 6 in-line with the CIPS structure guidance.
- Significant experience of translating business needs into commercial procurement strategies that drive enhanced business outcomes for the organisations as a whole.
- Procurement experience with a blue light organisation
