**Summary**:
Building a strong Commercial Function in Government, and with it the right commercial capability, is at the heart of a far-reaching programme of Civil Service reform.

We are building a cadre of commercial talent in all Government departments; people who can manage our commercial portfolios, who can lead our most complex and novel programmes and projects, people who have the gravitas and depth of experience to work alongside our policy and operational leaders to develop innovative commercial arrangements, whether through joint ventures, outsourcing or best-in-class contracts.

We have already made significant progress through the establishment of the Government Commercial Organisation (GCO), our single employer of senior commercial talent across government. This role will sit within the GCO, but based in our FCDO commercial team delivering departmental objectives.

**Job description**:
To prove procurement/commercial leadership in the management of:

- Programme Delivery Commercial Team’s governance processes ensuring robust scrutiny for all commercial activity within the department;
- Programme Delivery Commercial Team relationship with the Cabinet Office Spend Controls team;
- Planning activities, including detailed work planning across the whole of Programme Delivery Commercial Team and resource planning to ensure teams run within their capacity and priorities are at the forefront of decision making.

This will involve working alongside Thematic and Regional Commercial Leads to ensure work goes through the governance process in a timely fashion and work plans align to available capacity utilising the breadth of skills within Programme Delivery Commercial Team.

The Planning and Prioritisation Lead will report directly to the Head of the Commercial Management Office and will play a critical role in ensuring our commercial model delivers excellent value, efficiency and development impact for FCDO, the UK Taxpayer and our Beneficiaries. The role-holder will be responsible for supporting the Head of Commercial Management Office in ensuring first-class service to our stakeholders in line with the legal and governance framework.

**Responsibilities**:

- Leading the implementation of and ongoing management of Programme Delivery governance for sourcing and contract amendments;
- Supporting Head of Commercial Management Office to effectively resource, plan and manage operational capacity, resourcing and workload in the Programme Delivery Commercial Team to ensure the delivery of FCDO priorities and objectives;
- Support Business Planning/Spending Review outcome - Delivery of business unit and programme prioritisation activity, proactively managing resource and workload progress priority commercial requirements;
- Developing, maintaining and leveraging effective relationships with key internal and external stakeholders;
- Provide guidance and advice on the end-to-end processes of sourcing team procurements consistent with internal procurement policies and procedures and procurement Legislation through governance and assurance processes;
- Manage team wide compliance and governance;
- Lead, motivate, manage and develop (members of) the team and provide expert guidance to the Programme Delivery Commercial Team in order to build the capability of individuals and the team to deliver commercial impact through the full tender process to contract award;
- Ensure timely and accurate reporting against key measures and targets for inclusion in a wide range of reporting dashboards and wider Programme Delivery Commercial Team MI requirements;
- Support the leadership of the Procurement Steering Board secretariat and chairing of procurement Steering Board. Leading the coordination of the Prioritisation Board;
- Support the development of others in the team and across Programme Delivery Commercial Team by sharing technical knowledge, mentoring & coaching;
- Support People, wellbeing and building capability as a priority, supporting the development of an open and inclusive culture for the FCDO commercial function, role-modelling collaborative and inclusive behaviours;
