**Job summary**:
The Local Government Engagement Division has a reputation for excellent stakeholder management. Our twin priorities are making sure that local councils are involved in the cross-government policy development cycle, and that critical information flows freely between Whitehall and the local sector. This is high profile work, which cuts across the heart of major government policy agenda items from Levelling Up, Resettlement/Asylum, LG Finance, Public Health, service delivery (Adults and Children), climate change, Honours, Cyber, and into evolving local government policy for the future.

**Job description**:
This role requires an excellent stakeholder engagement professional leading relationships with a variety of external stakeholders including council chief executives, senior officials in other government departments, devolved administrations, Local Resilience Forums and representative bodies. You will work collaboratively and at pace within sensitive political environments managing conflicting priorities whilst maintaining trusted relationships and delivering engagement messaging. You will work closely with stakeholders to ensure both local and national government needs are met.

As an experienced presenter you will lead regular meetings and cut through complex issues, identify trends and ensuring stakeholder intelligence is built into policy and operational decision making. As a Local Government Relationships lead role will be part of an experienced team working to:

- Improve and plan the Department for Levelling Up, Housing and Communities’ (DLUHC) and other government departments’ strategic engagement with councils.
- Build effective and trusting relationships with one or two established regional chief executive representatives, as well as individual council chief executives in these regions, to capture emerging issues and intelligence relating to a range of policy areas.
- Work alongside policy owners to oversee political and senior officer engagement with the local government sector on a range of areas including, for example, levelling up, housing, planning, and asylum/resettlement, to ensure:

- Policy development factors in local intelligence
- Early engagement with councils, the Local Government Association and key networks where possible (through ad hoc engagement and working groups)
- Policies are understood and communicated well to councils
- Represent DLUHC on regional calls with key stakeholders, including local authorities, the Local Government Association and other government departments.
- Feed into Ministerial events and engagement activity where real dialogue happens between Whitehall and local areas.

**Person specification**:
Essential criteria:

- Recent experience of working in a council or in a local government sector body.
- Has strong stakeholder engagement skills with the confidence and ability to build relationships across the Civil Service and local government sector, including with senior leaders and ministers
- A confident leader who is able to work at pace and flexibly, balancing a large number of competing priorities whilst building a diverse and inclusive team culture - Has excellent problem solving skills and strategic awareness
- Has excellent written and oral communication skills with excellent attention to detail
- Is a team player who works collaboratively and is willing to step up to offer support and assistance when others are under pressure Desirable criteria
- Has experience of developing engagement strategies to support the delivery of policy and/or programme objective
