**Job summary**:
Proficiency testing (PT) is an integral part of laboratory quality assurance. It forms the basis for continuous monitoring of diagnostic test validity and supports laboratories to achieve and maintain accreditation to ISO 17025. VETQAS is a world leader in veterinary PT covering a wide range of diseases, animal species and tests; it is held in high regard globally. This role is within the Commercial Department, part of the Science Directorate of the Animal and Plant Health Agency (APHA).

The VETQAS PT programme supports the core work of APHA and Defra to safeguard animal health and welfare and public health, protect the economy and enhance food security, for example in the National Control of Salmonella Programme. The VETQAS team is responsible for the development, production and supply of PTs under the VETQAS brand to veterinary laboratories worldwide.

Reporting to the a Higher Scientific Officer, the role of the Scientific Officer is to take responsibility for the daily activities associated with the VETQAS PT schemes. The SO’s will lead and work alongside the team of Assistant Scientific Officers in the laboratory to ensure the staff are motivated, engaged and suitably trained to carry out their duties to deliver a world class PT service. They will work in compliance with ISO/IEC 17043 - Conformity assessment - General requirements for the competence of proficiency testing providers.

**Job description**:
To carry out duties appropriate to the grade and purpose of the post including, but not limited to the following:
**Scientific**
- Co-supervise the laboratory team to deliver PT schemes to schedule and operational processes to meet service delivery targets
- PT scheme Manager - to plan, prepare and organise PT schemes (for experienced SO’s under supervision)
- Organise and conduct work such as stability and homogeneity trials, etc.
- Perform microbiological analyses including the maintenance of micro organisms in the culture collection
- Work to procedures for PT sample production and QC testing, equipment maintenance, temperature monitoring, IT processes (PT LIMS), procurement, website content
- Check and monitor the completion of PT tabulations and reports e.g. participants results, comments from test experts on participants performance
- Conduct regular briefings with the team on daily work, any issues arising, updates to documentation and allocation of tasks etc.
- Liaise with scientists and other stakeholders for the operational work associated with PT schemes
- Address customer enquiries on technical and logístical matters

**Administration Duties**
- Proficient use of Microsoft Office including Excel spreadsheets for data input and analysis, PowerPoint
- Assist with work associated with the transportation of biological material internationally including information for freight companies regarding the trade tariffs for commodity codes
- Assist with annual schedule of PT schemes
- Responsible for the timely procurement of consumables and reagents

**Personnel & Training**
- Line management of ASO’s ensuring training is regular and structured, so that competency is demonstrated
- Liaise with senior staff on resource issues and conflicting priorities

**Safety**
- To carry out all actions and responsibilities for safety management as noted in corporate and local procedures safety policies and procedures
- Assist with writing, reviewing and use of safety documentation

**Quality Systems**
- Carry out all actions and responsibilities according to quality procedures, including all work associated with local documents

**Financial**
- Assist with annual review of scheme costs and prices

**Other Duties**
- Attend training for personal development as required
- Specified duties e.g. Fire Officer, First Aid Officer or work objectives as agreed.

**Person specification**:
Required skills and experience:

- The post holder will have a good knowledge of the scientific disciplines and test procedures and a sound understanding of Quality Assurance and Quality Control procedures
- Work experience in a laboratory and working to an ISO Quality Management System
- Ability to communicate PT & scientific concepts to a range of audiences in a persuasive and clear manner that is sufficient to represent APHA as necessary
