**Job description**:
**Regional Delivery (RD)**

RD is a large, complex and geographically dispersed operation within the DIO covering circa. 58,000 assets, across over 500 sites and 275,000 Ha of freehold and leasehold estate in the UK and a further 580,000 Ha overseas; with a multitude of £multi-million contracts to manage. We deliver soft and hard FM services - building, maintaining, and servicing - across the majority of MODs built assets in the UK and overseas; hard and soft FM services across MODs Training Estate, including feeding, accommodation, range bookings, targetry support, management of the rural training estate and tenanted estates; administration of UK and Overseas utility contracts, bill payments, and recoveries; and management of the USVF Built Estate comprising c.4503 assets.

**The Centre of Excellence (CoE)**

The CoE allows Regions to focus on Regional responsibilities by using knowledge from across RD and DIO supporting functions to develop better solutions. It will be responsible for cross-cutting activities across our customers and will deliver a programmatic approach to provide enhanced support. It will embed more agile ways of working, develop lean processes and support defining and realising continuous improvement opportunities. The CoE will work across multiple stakeholders to gain insight, share and implement considered Learning from Experience, provide consistent and coherent advice and strategic direction.

This post is within the CoE area of RD responsible for the definition, delivery and change management of the RD Data & Reporting Programme. Using data and analytical approaches to drive continuous improvement. The post holder will be responsible for ensuring that business case development aligns with DIO’s digital strategy; co-ordinating the reporting of key digital enablers within the Regional Delivery business plan; engaging with senior leaders and across RD and the wider organisation to ensure the priorities of the business are well known and supported; providing resilience to a developing digital and innovation team.

**Leadership**
- Provide leadership to the Digital and Data team and wider Chief of Staff team.

**Stakeholder Engagement**
- Connect with key stakeholders across Regional Delivery and wider DIO to define a pan-RD Digital and System Change Programme.
- Act as an expert adviser to, not only senior leaders, but across digital points of contact within RD and wider DIO.
- Champion implementation of the digital and data strategy; promote an energised culture focused on collaborative working in the interests of the directorate.
- Engage with enabling functions to identify new digital and system change requirements.

**Business Development**
- Be responsible for the development of business cases that support projects in terms of benefits, cost and risk.

**Governance**
- Establish and maintain governance arrangements for the delivery of projects, defining clear roles, responsibilities, and accountabilities that align with organisation practice.

**Project & Change Management**
- Consolidate and detail fundamental components of projects (scope, schedule, resource, risks, issues).
- Lead on the Digital and System embedment, preparing and maintaining schedules of activities and events, taking account of dependencies and resource requirements.
- Ensure detailed change impact assessments are carried out against each project, using DIO’s Operating Model Design layers.

**Business Improvement**
- Lead on the capacity and available resources and knowledge to ensure a professional and consistent approach is maintained.
- Lead on identifying, evaluating, planning, tracking and realising the business benefits of the Digital and System Change Programme.
