**Job Overview**:
The Head of Operations and Strategic Projects will work closely with the Executive Director and across the UKCDR team to deliver operational activities and support excellence in strategic project delivery.

This includes overseeing Financial, HR, Administrative, and selected Governance activities in accordance with applicable processes and policies, providing strategic advice, guidance and review in these areas to the UKCDR Executive Director and leading on design and implementation of any change in collaborative and legal models that may arise over the next strategic period.

The Head of Operations and Strategic Projects will also be accountable for implementing effective frameworks, processes and guidelines to ensure UKCDR project delivery meets high standards, provide additional leadership across the team and critical oversight for the portfolio of work within UKCDR, and support stakeholder engagement.

The post-holder will have line management responsibility for 1 to 3 staff members.

**Key Responsibilities**:
General Operations, Operational Strategy and Governance
- Oversee day-to day operational, finance, IT, HR and governance activities and advise Executive Director and other team members tactically and strategically
- Establish or review internal processes as required to ensure UKCDR can continue to operate effectively and efficiently over the next strategy period
- Lead on the renewal/extension/negotiation of UKCDR governance documents (Governance MoU, ToRs, Service Level Agreement) and provide input to governance meetings/papers as and when required
- Lead on UKCDR operating model review and implementation of preferred solution
- Lead on performance management (Annual Report, response to any joint / independent funder evaluations, KPI design / refinement, oversight of KPI and management metric reporting, continuous improvement)
- Own UKCDR risk register
- Oversee effective procurement: advise on supplier selection, negotiations and contracting, ensure compliance with Wellcome policies and value for money

Finance
- Lead on any renewal or extension of UKCDR funding agreements
- Develop UKCDR’s annual budgets and conduct regular (e.g., monthly) forecasting
- Work with Wellcome Finance to produce Annual Financial Statement and oversee quarterly invoicing to funders and supplier invoicing
- Monitor and manage costs against the annual budget and Funding MoUs to ensure UKCDR can deliver on all aspects of the workplan and represents value for money

HR
- Line manage selected staff
- Lead / advise on recruitment processes (developing Job Description, recruitment strategy, selection and offer process oversight, oversight of onboarding)
- Oversee or execute other HR activities (Contract extensions or changes, general HR questions or issues, APDR process)
- Work with senior team to refine UKCDR competency framework and develop annual training schedules with the UKCDR team
- Strategic Projects
- Keep abreast of trends and developments in international development research and provide research and policy advice to member organisations and stakeholders.
- Provide additional program leadership across the team and critical oversight for the portfolio of work within UKCDR, support stakeholder engagement
- Advise on effective project, program and resource management and drive continuous improvements in this area
- Support and improve the team’s ability to deliver complex, high-value strategic projects and those delivered in partnership with external partners
- Input from an operations, financial and strategic perspective into planning for new large-scale projects (such as Pandemic Preparedness).
- Advise on project plan development, management of the project, and delivery against project objectives
- Act as strategic lead for selected projects, providing oversight and leadership

**Experience & Education**:
Essential
- Proven experience in an operational role with responsibility for developing and delivering financial budgets
- Substantial understanding of core business functions such as Finance, HR, Communications and understanding of the public sector
- Experience of business planning, developing budgets and financial reports
- Ability to present at the strategic level to a Board or similar audience
- Working knowledge of data analysis and experience of developing and delivering key performance/operations metrics
- Experience of negotiating and working with legal and other external experts and suppliers
- Experience of project management including managing
