**Job description**:
The role of Head of Central Policy will provide leadership on all relevant policies that contributes towards the delivery of the Agency’s strategic aims and objectives. They will work with the Head of Driver Policy to champion strategic change and provide direction to support the growth and innovation to service delivery.

The role holder will need to understand customer requirements, interpret and develop legislative and departmental policies and anticipate future developments and changes. Where appropriate they work across Government with Heads of Policy and Service Manager colleagues to secure and deliver legislation to facilitate policy changes.

The Head of Central Policy will also support the government’s wider agenda, including Better Regulation. The role holder will lead the DVSA Parliamentary and regulatory programmes and is responsible for the rebuttal of litigation claims brought against DVSA.

**Person specification**:

- The main duties and responsibilities of the role include, but are not limited to:
- Lead on legislative and regulatory matters to ensure that the Agency’s interests are appropriately considered.
- Ensure that DVSA has appropriate powers for its activities and, where appropriate, work with lawyers, across the Agency and DfT to identify and agree the way forward.
- Lead the design and implementation of public and stakeholder consultations using multiple formats.
- Responsible for the provision of advice (including clarification of legal issues and risks) for Agency conduct of appeals.
- Responsible for claims against the Agency. Lead the teams responsible for liaising with Treasury Solicitor’s Department (TSol) and General Counsels Office (GCO) to ensure the Agency’s response to the claim proceeds appropriately.

**About you**

You will bring significant experience of developing and influencing policy, with solid knowledge and understanding of the legislative process and a proven ability to translate policies into operational activities. You are forward-thinking, adopt an open-minded approach, and can visualise policy from a range of different perspectives.

You will have excellent communication skills, with the ability to clearly consult, guide and deliver robust recommendations to a wide range of stakeholders. You are brilliant at being able to adapt and reflect your approach to varying audience requirements, breaking down complex messages into understandable terms. You will influence and not be afraid to challenge at all levels.

You will be confident in identifying, innovating and implementing policy improvements, raising service levels whilst recognising the importance of regulations and boundaries. You have an interest in change and continuous improvement, adapting and recognising the benefits of promoting a change culture within your organisation.

You promote an innovative culture; where shared vision, teamwork, change and continuous improvement is championed. You’re willing to take considered risks, with the resilience and determination to achieve goals.

**Additional Info**

You may be required to travel to various DVSA and other locations from time to time which may on occasion require overnight stays. This travel is estimated at one to two times a month, dependant on business needs.
