Lancashire Renewables Ltd are seeking a skilled Procurement Officer to join our expanding Procurement Team as the Company embarks on an exciting journey of growth and development. The role can be based at our Leyland or Thornton facility, with travel to the other site as required.

As the Procurement Officer, you will play a crucial role in supporting the Procurement Manager in the delivery of the procurement service. We're looking for someone who thrives in a fast-paced environment, pays meticulous attention to detail, and is proactive in their approach.

**Job Summary**:
**Key Responsibilities**:
**Support and Advice**:

- Assist business areas, managers, and stakeholders in defining sourcing requirements aligned with their business plans and operational needs.
- Utilise framework agreements, contracts, and electronic catalogues where available to source goods and services effectively.

**Sourcing and Supplier Management**:

- Select appropriate procurement procedures to carry out specified technical tasks.
- Identify potential suppliers for various products and services required for Lancashire Renewables Limited operations.
- Evaluate suppliers based on factors such as quality, price, and reliability in line with procurement procedures.
- Negotiate with suppliers to secure favourable pricing and terms.

**Cost Optimisation**:

- Conduct cost analysis and market research to identify cost-saving opportunities.
- Work closely with internal customers to understand their budget constraints and find cost-effective solutions.

**Tendering and Contract Management Support**:

- Administer and/or support tendering activities within the company.
- Ensure appropriate use of sourcing technology to maximise efficiency.
- Maintain the contracts register and coordinate contract renewal dates and activities.
- Liaise with relevant stakeholders on contract management matters.
- Manage supplier relationships to ensure timely delivery of goods and services and resolve any issues.

**Procurement Advice and Process Management**:

- Implement and maintain procurement strategies to streamline procurement process and reduce costs.
- Maintain procurement policies and procedures to ensure compliance with regulations and company standards.
- Oversee the purchase requisition process and provide general procurement advice in accordance with the LRL Procurement Handbook and relevant spend thresholds.
- Assist in defining sourcing requirements, identifying routes to market, and making price and quality considerations.

**Risk Management**:

- Identify potential risks in the supply chain and develop mitigation strategies.
- Monitor supplier performance and compliance to minimise operational disruptions.
- Stay informed about industry trends and regulatory changes.

**Customer Service**:

- Cultivate effective working relationships with internal customers and external suppliers.
- Collaborate with LRL departments, to gain insight into procurement needs, priorities, and challenges.
- Communicate effectively with internal stakeholders to ensure clear and transparent dialogue with promoting alignment on procurement strategies, objectives, and decision-making processes.
- Serve as a liaison between LRL and external stakeholders, to facilitate smooth procurement processes and timely resolution of issues or concerns.

**Continuous Improvement**:

- Maintain a continuous improvement register and implement activities to realise savings.
- Gather new ideas and drive initiatives to enhance procurement processes and practices.
- Provide timely collection, processing, and analysis of routine technical data.
- Identify and follow-up on discrepancies and omissions to support effective service delivery.

**Person Specification**:
**Education & Training**:

- GCSE 4+/ Level 2 Qualification in Maths and English (Essential)
- Degree/Level 6 Qualification (Essential)
- Membership of the Chartered Institute of Procurement and Supply (Essential)
- Level 4/5 qualification in procurement (Desirable)

**Work Experience**:

- Proven experience of procurement systems and processes (Essential)
- Waste sector processing / manufacturing sector / local authority or similar (Desirable)

**Skills and knowledge**:

- Up to date knowledge of relevant procurement policy, technic
