**Job summary**:

This is an exciting opportunity to join the Home Office Legislation Team, working in the Home Secretary's Private Office. The Government has a very ambitious legislative agenda and the Department is currently in the process of delivering the largest programme across Whitehall. The successful job holder will be joining an engaged and high-performing team overseeing this work and will hold significant responsibility including directly briefing Ministers, special advisers, and senior officials.
**Job description**:
This role will support the team lead responsible for legislative strategy and delivery, the Head of Parliamentary Business and Legislative Strategy, and the wider legislation team. A key requirement of the job holder will be to manage the parliamentary process of secondary legislation end-to-end, ensuring the Department’s obligations to Parliament are met. They will report to the Legislative Strategy and Delivery Lead.
The role is based in 2 Marsham Street, London. The team also spends time in both Houses of Parliament and the wider parliamentary estate.
In line with HO Hybrid Working policy, there will be flexibility to adopt a hybrid working pattern which would see the post holder spend a minimum of 40% of their week in the office, with the remainder working from home.
This position is full-time due to business needs.
**Responsibilities**
Key responsibilities will include:
- Manage and deliver the Department’s secondary legislation programme, co-ordinating with all relevant teams, Private Offices, and special advisers to ensure that Ministers are provided with comprehensive parliamentary advice and the Department’s obligations to Parliament are met;
- Commission secondary legislation returns from the Department, quality assuring these to ensure legislation is comprehensible, deliverable to proposed timelines, and manageable within the wider legislative programme;
- Manage the process of ensuring all secondary legislation is monitored and tracked and input into the Home Office database, working closely with the Parliamentary Business and Legislation Committee Secretariat, whips' offices, and the secondary legislation triage ministers’ offices;
- Assist the legislation team as required with primary legislation, both bill-specific tasks as related to their portfolio and consider wider legislative processes such as session bidding and pre

- Co-ordinate and attend relevant meetings on legislation with internal and external stakeholders, minute these meetings and take forward actions as appropriate;
- Work with the wider parliamentary and legislation team and private offices to develop legislative strategy;
- Carry out and co-ordinate key research on parliamentary handling, engagement and strategy, producing analysis and data within the Department;
- Develop processes and provide a secretariat function to Legislation Board meetings, including setting the agenda and commissioning teams for papers, managing meeting logistics, and preparing minutes;
- Assist the team leaders responsible for legislation and parliamentary business respectively, and the head of unit, in delivering an excellent service to the Home Secretary and Home Office Ministers on Parliament and legislation;

**Essential criteria**
- Strong briefing skills, both written and oral, combined with a forensic attention to detail; they will take personal pride in and accountability for accuracy and exactness, and have confidence in the high standard of work they produce;

- Strong organisational and process development skills.
**Desirable criteria**
An understanding of parliamentary processes, law, and legal terminology would be advantageous however is not essential as guidance will be provided.
