The Fire Safety Advisor will provide support to the Trust’s Fire Safety Manager in a wide range of duties. These include the day to day management and supervision of Fire Safety issues at Royal Preston Hospital, Chorley and South Ribble Hospital and at other sites as required. In the absence of the Trust’s Fire Safety Manager, the post holder will deputise and take appropriate actions in regard to any fire incidents and queries that arise.

The Fire Safety Advisor has a key role in providing technical expertise to ensure that all buildings occupied by the Trust are, as far as is reasonably practicable, safe and free from hazards related to fire and general health, safety and welfare and that all staff are appropriately trained and informed in respect of their role, their responsibilities and the working environment.

In conjunction with the Fire Safety Manager, develop, maintain and promote a Trust-wide Fire Safety plan and organisational procedures which influence and direct actions within the Corporate Directorates. Monitor the implementation of the plan and systematically audit compliance with legislation and standards across the Trust.

Assist with the implementation of the Trust’s Fire Safety Strategy.

Establish effective communication systems and working relationships that engage managers, staff and their representatives in Fire Safety. Demonstrate skills in persuasion, motivation, influence and negotiation.

As directed, maintain effective working relationships with the enforcing authorities and assist in the management of fire inspections, audit visits and the development of action plans.

Work closely with the Fire Safety Manager, other teams and Group Directorates on service developments and fire safety improvements via development schemes.

In conjunction with the Fire Safety Manager, ensure that the content of the Trust’s Fire Safety Policy, protocols & procedures are up to date and that adopted changes or new legislation and guidance are reflected in Trust protocols, procedures and service developments.

The post holder will ensure good standards of guidance and legislative compliance of fire safety are implemented and maintained within the Trust and work closely with Estates Managers to ensure all building, engineering, capital and operational schemes are designed to comply with Fire Safety standards, guidance building regulation, and HTM standards and to identify Fire Safety priorities and inform the Trust Estate Capital Investment Programme.

The Fire Safety Advisor will provide specialist skills and knowledge to support organisation governance and this will involve, but is not limited to, the completion of audits and inspections and the subsequent preparation and communication of management reports and statistical information.

The Fire Safety Advisor (FSA) will provide the Trust with operational leadership in the field of Fire safety and technical fire detection device management. Communicating regularly with clinical staff and service managers, the Fire Safety Advisor will advise and support on all matters relating to the organisation’s fire detection systems, fire safety training, fire strategies and fire safety compliance.

The Fire Safety Advisor will assist to develop, maintain, and implement a Fire Strategy for the entire Trust premises with an approach to constant review and change according to National standards and the Trusts risks.

Fire safety compliance will be reported monthly to the Divisional board and Directors and details presented accordingly to reflect the position Fire is in and a detailed approach to improvement. Reporting will also be to the Finance Director and Deputy Chief Executive as the Trusts board level Director with responsibility for Fire Safety.

Develop and review on a constant basis the Trusts fire strategy looking at innovative ways to improve fire safety as well as Fire awareness.

The Fire Safety Advisor will be responsible for the reduction of risks relation to fire. Undertake comprehensive Fire risk assessments and fully document the strategic approach to improvement through spend capital.

Negotiating with architects, engineers, and project managers to influence design of buildings including major new builds, ensuring designs meet requirements but without unnecessary overprovision. Supervise construction through to handover including witness testing of installed engineered systems.

Providing technical and legislative advice for the Trusts projects (new builds, refurbishments, and alterations). Liaising with project managers, architects, design engineers and building control bodies regarding the same, devising and negotiating solutions to any issues. Monitoring construction, participating in witness testing and handovers

Working alongside the Trusts fully managed/maintained fire system and involved closely with the incumbent maintenance provider in relation to new risks and improvement works.
