The City of Lincoln Council has an exciting opportunity for a Project Officer to join the Investment Team.
Delivering a range of improvement works such as replacement roofs, kitchens, bathrooms, door and windows, pre paint joinery repair, external decoration programmes and environmental works.
You should possess excellent customer care and communication skills along with the ability to produce planned maintenance specifications.
You will need to have excellent knowledge and experience of building construction methods and direct management of refurbishment works.
Including on site monitoring of works, issuing works orders and any on site variations. Responsible for pre and post inspection of works and on-site health and safety monitoring.
The successful applicant will be responsible for preparing planned maintenance programmes of work both in short term annual work and 30-year programmes of work.
Proficient use of computerised systems is essential, including data analysis and using both proprietary systems and Microsoft Office.
**Key responsibilities**:
- Be responsible for delivery of the 5-year Housing Asset Management Strategy.
- Be responsible for the identification of properties to be included in works programmes, determine the scope of works to be undertaken and monitor the quality of works delivered on site.
- Procurement of services / contracts as necessary, ensure compliance with all relevant health and safety requirements and contract management.
- Engagement / consultation with tenants, consultants, contractors and the general public throughout the whole process.
- Collection and maintenance of stock condition data.
- Management responsibility for ensuring that contractors deliver planned maintenance work on time, within budget, work safely and provide a quality service to our customers and meet the contract specifications.
- Experience of producing accurate estimated costs for project works and ability to analyse alternative solutions to ensure most appropriate cost benefit.
- Team worker - ability to develop and maintain constructive working relationships across teams within the Housing directorate and external partners/contractors and agencies.
- Experience of effectively managing difficult or contentious situations.
- Experience in lone working on site using modern technologies such as (mobile phones, tablets, reliance devices) and surveying equipment.
- Ability to transport oneself around the city.
- Sound knowledge and understanding of IT systems, including their use in a construction environment. Experience of using Microsoft Office (Word / PowerPoint / Excel) to produce statistical information.
