**Job description**:
**Ministerial and Communications**

The Ministerial and Communications Group sits at the heart of the Treasury. It provides support to Ministers, through the Ministerial offices; it acts as the external face of the Treasury, through the Press Office and Communications teams; and it is responsible for the management of the department, through its support for the Permanent Secretary, the Treasury Board and the Executive Management Board (EMB), and its ownership of Treasury governance structures. The Group is led by the Permanent Secretary.

**About the Team**

The Ministerial Speechwriting team deliver around 250 speeches a year on some of the most important issues facing the country.

Working with ministerial offices for the Chief Secretary, Exchequer Secretary, Economic Secretary and Financial Secretary to the Treasury, the team write speeches on topics ranging from public spending to tax to financial services for audiences in parliament, government and business.

The ministerial speechwriting team also work closely with Press Office and policy teams in all directorates to draft and develop speeches on Treasury policy, directly supporting our ministers to deliver some of the most important aspects of their work.

**About the Job**

We are looking for a talented speechwriter to join the team which crafts the words that our Junior Ministers speak.

We need someone who can take sophisticated policy or analysis and explain it creatively, simply and credibly; who is confident enough to earn the trust of Ministers, all of whom have different voices and processes; collaborative, working within a small team and alongside the Ministers’ Private Offices and the Treasury’s policy and communications teams; independent, comfortable working with limited supervision; incisive, able to quickly get to grips with complex issues; strategic, with a knack for seeing how a slate of ministerial speeches add up to more than the sum of their parts; and organised, experienced at handling what can be a complex, unpredictable and heavy workload.

Your responsibilities will include:

- Researching, coordinating and writing speeches for the Chief Secretary, Financial Secretary, Economic Secretary, Exchequer Secretary and House of Lords Treasury minister. The postholder will work directly with ministers, as part of their private office teams, as well as with special advisers and the department to continually develop the Government’s economic messaging.
- Meeting policy officials throughout the department to develop the messages for speeches and to keep up to date with the latest developments in a given policy area - where necessary, commissioning material from policy teams.
- Working with ministers and communications colleagues to produce articles and opinion pieces for national and global publication.
- Working with officials across HMT and HMRC to raise awareness of how to write or support a good speech.
- Making a contribution to the working environment within HMT by participating in networks, projects and internal workstreams.
