Communicate and interpret sophisticated, highly complex and often contentious financial and non-financial information in an easily understood manner with a variety of senior Health Board staff with regard to resource assumptions, efficient use of resources and opportunities for cost reduction, through a process of negotiation, influence and persuasion. Lead on improving financial Grip and Control within Swansea Bay University Health Board. To ensure consistent and effective control procedures and processes are in place across the Health Board, this will include overseeing the central budgets holding the Welsh Government funding and central funding prior to allocation to budget holders. To lead on standardising budget setting and financial reporting across Service Groups and corporate directorates within Swansea Bay University Health Board.

Lead on specific issues and developments, providing financial advice and support for the Health Boards business planning processes across a broad range of complex and diverse services. Lead on the development of complex service models and financial analysis tools to allow for robust analysis, evaluation interpretation and comparison of a range of financial options and investment appraisal to ensure best value is achieved in decision making. This will require regular review, update and revision of financial plans, key assumptions and risk assessments. Support the Health Board in ensuring that the financial consequences of service developments, delivery of NHS targets and significant changes in clinical practice are quantified and understood prior to implementation.

The Post Holder will be responsible for the forward direction, development and leadership of the Reporting, Insight and Sustainability team ensuring that best practice is adopted across the Finance Function. The Post Holder will ensure proactive financial management by ensuring financial control of Health Board resources at all levels of decision-making and the effective utilisation of Health Board resources to achieve value for money. The post holder will be responsible for ensuring the delivery of change and modernisation necessary to deliver the Health Boards Service and financial targets. The post holder will be required to identify areas for improvement and to take the lead in introducing changes which are designed to achieve improvements in processes and procedures within agreed timescales.
